The evaluation <br /> process included review of: <br /> o Chapters 48, 49, and 49A of Mounds View City Ordinance No. 318 <br /> o Wetland boundaries at the proposed development site. <br /> o The Ramsey County Soil and Water Conservation District publication <br /> • "City of Mounds View Wetland Inventory", December 1988. <br /> o Flood Insurance Study prepared for the City of Mounds View <br /> September 2, 1982. <br /> o Correspondence and submittals related to the Dynamic Designers <br /> site. <br /> o The Drainage Plan submitted by Dynamic Designers August 10, 1980. <br /> o Site plans submitted by Dynamic Designers dated March 14, 1983 and <br /> January 12, 1988. <br /> o Rice Creek Watershed District Wetland Preservation Guidelines. <br /> The evaluation was conducted during the period December 1987 through <br /> February 1988. Discussion of the results in the following paragraphs has <br /> been restricted to areas where the proposed development and related <br /> submittals appear to be incomplete or in conflict with the requirements of <br /> the Ordinance. <br /> The proposed development is within the 1-9 wetland zoning district. <br /> The development will require subdivision of one 28,000 square foot lot into <br /> two lots and placement of fill in 0.2 acres of existing wetland. The <br /> result of the development as proposed will be two lots approximately 14,000 <br /> square feet in size, with lot width and structure setback distance from the <br /> wetland each less than 100 feet. <br /> Six areas of potential conflict with the ordinance were identified. <br /> Those areas included requirements related to minimum lot size, minimum lot <br /> width, minimum setback distance of structures from wetlands, phosphorus <br /> • stripping capacity, stormwater runoff and flood height requirements. <br />
