Donald Pauley March 16, 1988 Page 2 <br /> I <br /> Ordinance requirements for lands proposed to be subdivided in wetland <br /> zoning districts are a minimum lot size of 20,000 square feet, a minimum <br /> lot width at the building setback line of 125 feet, and a structure setback <br /> distance of 100 feet from a wetland. As described above, Dynamic Designers <br /> Proposal does not conform to these requirements. <br /> Calculation of the natural phosphorus stripping capacity of the <br /> existing wetland using the method referenced in the RCSCS Wetland Report <br /> indicates that the wetland has the capacity to strip 19 pounds of <br /> phosphorus per year. The watershed was calculated to produce 11 pounds of <br /> phosphorus per year using the same method. Excess phosphorus stripping <br /> capacity of 8 pounds per year, is therefore predicted by the model. The <br /> wetland phosphorus stripping capacity following development is predicted to <br /> be 16 pounds per year. This represents a reduction of excess phosphorus <br /> stripping capacity by 3 pounds per year or 38 percent of excess capacity. <br /> The Dynamic Designers development represents 29 percent of the total <br /> wetland area. Because the reduction of excess phosphorus stripping <br /> capacity is proportionately greater than the wetland area owned by Dynamic <br /> Designers, a conflict with the equal apportionment requirement of the <br /> wetland ordinance may be indicated. <br /> Stormwater runoff from the site will be increased. Peak rates will <br /> • probably double from the undeveloped state and runoff volumes will be <br /> increased by at least 30 percent. <br /> The 100-year flood level in the pond will be increased due to the <br /> combined effect of the fill and the increased runoff.
