Mounds View Planning Commission April 20, 1988 <br /> Special Meeting Page Three <br /> tion/Second: Simons/Miller to approve Resolution <br /> o. 220-88, recommending approval of Church Upon the <br /> Rock to maintian a church and elementary school within <br /> an R-1 district at 7901 Red Oak Drive. <br /> 6 ayes 0 nays Motion Carried <br /> City Planner Herman explained this would be on the <br /> Council agenda for May 23, for a public hearing. <br /> The representative of the school explained they may <br /> be hanging a chain in the parking area, to assist <br /> in the alignment of vehicles, and he also clarified <br /> the placement of the fence they plan to erect. <br /> Mrs. Brown stated they already have a 5 ' fence they <br /> would like to put up, but she understands it cannot <br /> go in front of the building. She explained there <br /> are already shrubs there, and they would like to place <br /> the fence there also, to stop balls and children from <br /> going into the street. She added they have had people <br /> driving by stop and complain about that problem, and <br /> she requested a variance for the 5 ' fence. <br /> Chairman Mountin explained the requirements for <br /> uniqueness in granting a variance. She noted, however, <br /> at Pinewood Elementary School has a fence that is 5 ' <br /> igh that goes in the front of their building. <br /> Motion/Second: Burgers/Zollner to amend Resolution <br /> No. 220-88 , granting a variance for a 5 ' fence on the <br /> west side of the playground. <br /> 6 ayes 0 nays Motion Carried <br /> It was the concensus of the Planning Commission that <br /> the hardship for granting the variance was the danger <br /> to the children in the play yard and street, and a high <br /> fence is needed to protect their safety. <br /> Motion/Second: Burgers/Miller to recommend adoption <br /> to the Council of the Zoning Code changes for Joint <br /> Facilities, Subdivision (2) , with the renumbering of <br /> Chapter 40. 07, Subd. J (2) E to (2) F, and the <br /> insertion of a new Subdivision J (2) E regarding the <br /> use of parking facilities. <br /> 6 ayes 0 nays Motion Carried <br /> City Planner Herman reviewed her memo of April 15 to 6. Consideration <br /> 4101e Planning Commission, regarding veterinary/animal of Code Appeal <br /> linics. She stated she had checked with Blaine and and Resolution <br /> New Brighton, and reviewed their conditions. No. 22288 , <br /> Kevin Barcus, <br /> 2554 Highway 10, <br /> Planning Case <br /> No. 238-88 <br />
