Mounds View Planning Commission May 4, 1988 <br /> Regular Meeting Page Three <br /> "'City Planner Herman reviewed the Code requirements <br /> for determining outside parking spaces, explaining <br /> that apartments requirements are based on the number <br /> of dwelling units. <br /> Chairman Mountin noted that if an office is added, <br /> it would add square footage to the building, but it <br /> would not be living quarters. <br /> There was considerable discussion among the Commissioners <br /> of the options available to improve the parking, with a <br /> suggestion of requiring a new garage to be built for <br /> the manager, thereby freeing up outside parking space, <br /> to bring that into conformance. <br /> Commissioner Zollner suggested they consider moving <br /> another tenant into the new apartment, and making an <br /> existing apartment by the present manager into his <br /> new office. <br /> City Planner Herman explained that Code requires if the <br /> use is altered or changed, it must be brought up to <br /> Code. She reviewed what the parking requirements are <br /> and stated it is open to interpretation. She also <br /> stated that if they go with the option of an office <br /> on the third floor and no additional apartment, they <br /> Would require only a building permit and no variance. <br /> Chairman Mountin outlined the options available to <br /> the applicant, to either withdraw their request for <br /> a variance and receive a refund, or ask the Planning <br /> Commission to vote on the request, and on the basis <br /> that it appears it would be denied, they could then <br /> appeal that to the Council . She added there would <br /> be no further fees for that process. - <br /> Mrs. Levitan stated she would like to discuss the <br /> options presented with her husband, and she would <br /> get back to Planner Herman within a day or two. <br /> Chairman Mountin stated the Planning Commission <br /> would be calling to order on May 18, and they could <br /> take any required action at that time. <br /> Motion/Second: Zollner/Miller to table pending <br /> consideration by the applicant if they want to <br /> proceed, and if they do, to place on the May 18 <br /> agenda. <br /> 6 ayes 0 nays - Motion Carried <br /> City Planner Herman reported the City Attorneyhad <br /> 7 . Staff Report <br /> felt areas of the resolution regarding the variance <br /> denial for Dynamic Designers had been ambiguous in <br /> the wording and she reviewed the proposed changes <br />
