Consideration <br /> • proposed draft ordinance amending Chapter 40 relative of Draft Ordi- <br /> to accessory uses or equipment in side yards since nance Amending <br /> it was last discussed at the Planning Commission Chapter 40 of <br /> agenda session. the Municipal <br /> Code <br /> She advised that the Police Department and Building <br /> Inspector are concerned about the enforcement of the <br /> ordinance change which requires recreational vehicles <br /> to be parked 5 ' from a lot line. They expressed their <br /> concern over selective enforcement and that City <br /> residents are not used to this provision and it could <br /> pose problems in making them aware of the change and <br /> getting them to comply. <br /> There was discussion among the Commission concerning <br /> enforcement of Codes. Most enforcement is a direct <br /> result of complaints received by the City. The Police <br /> Department does not like to be involved in the enforce- <br /> ment of all ordinances, and they do not have the time, <br /> while patrolling the City, to enforce all violations . <br /> It was noted that while there are big lots in the <br /> community, people do not always place their structures <br /> in a workable manner and may have trouble meeting the <br /> 5 ' setback requirement . It was also noted that people <br /> placing their recreational vehicles and other equipment <br /> 41, right up to the property line can cause a disturbance <br /> or inconvenience for their neighbors. <br /> It was the concensus of the Commissioners that this <br /> needs to be acted on, and the public hearing stage at <br /> the Council level would be a good opportunity for <br /> residents to express their opinions. It will also need <br /> a good deal of publication and exposure to make people <br /> aware of the change once it occurs. <br /> Motion/Second: Alman/Burgers to adopt the Draft <br /> Ordinance amending the Municipal Code of Mounds View <br /> by amending Chapter 40 entitled, "Zoning, Section I , <br /> Chapter 40.04, Subdivision F(3 ) , and Section II , <br /> Chapter 40. 05, Subdivision E(4-6 ) , and forward it <br /> to the Council . <br /> 4 ayes 0 nays Motion Carried <br /> City Planner Herman reported grading work was begun 7. Staff Report <br /> on the SYSCO project . The EAW is up for approval <br /> before the Council on December 12. <br /> City Planner Herman reported Donn Wiski of Resolution, <br /> Inc. , made a presentation to the Council at their last <br /> 411 agenda session concerning the Comprehensive Plan Update. <br /> It will be redrafted and then the Planning Commission <br /> will be given the opportunity to take action on it and <br /> send it on to the Council . <br />
