Mounds View Planning Commission August 2, 1989 <br /> Regular Meeting Page Two <br /> • Ms. Hren noted the matter will go on to the August 7 <br /> City Council agenda meeting, and a public hearing will <br /> be held on August 14. <br /> It was noted the applicant, Michael Mezzenga, was 6. Consideration <br /> present. of Resolution <br /> No. 257-89, <br /> Ms. Hren explained that direction from the Planning Recommending <br /> Commission at their last meeting had been to draft Approval of a <br /> a resolution approving the three lots and outlot, Major Subdivi- <br /> and to continue discussions on outlot A at a later sion for <br /> date. She explained what an outlot is, and noted Michael Mezzenga, <br /> that this particular outlot is not buildable at this 8140/8212 Long <br /> time. Lake Road, <br /> Planning Case <br /> There was discussion concerning plans for upgrading No. 256-88 <br /> of the pipe size connecting onto Long Lake Road. Any <br /> plans would have to be submitted to the County this <br /> fall, for incorporation into the work they will be <br /> doing. Presently the smaller size pipe is planned <br /> for, but when outlot A is considered in the future, <br /> the pipe size will be reconsidered at that time. <br /> There was discussion on the advisability of taking <br /> • easements on the outlot at this time, in the event <br /> of a future street. <br /> Ms. Hren pointed out the outlot is not buildable, <br /> and if the property owner should choose to do some- <br /> thing with the outlot in the future, that would be <br /> the time to take an easement. She also read from <br /> a letter from City Attorney Karney, in which he <br /> stated he did not feel it was necessary to take an <br /> easement at this time. <br /> Mr. Mezzenga noted there is a street easement that <br /> goes to the outlot presently. <br /> Chair Mountin suggested leaving the issue of the <br /> easement on the agenda session discussion list, until <br /> it is resolved. <br /> Councilmember Wuori noted the Planning Commission <br /> would make a recommendation to the Council on the <br /> issue of taking an easement, and the Council <br /> would have a public hearing on the issue. <br /> Chair Mountin asked that the proposed resolution be <br /> changed to include reference to Exhibit A, the site <br /> plan, which would be the date stamped plan received <br /> • <br /> by the City. She noted this was an easy reference <br /> for developments and recommended that the hand drawn <br /> plans which were signed and dated on August 2 be <br /> referenced as attached. <br />
