Mounds View Planning Commission October 4, 1989 <br /> Regular Meeting Page Three <br /> 0 Ms. Hren reported she would be meeting with the City <br /> Forester and Public Works Director tomorrow to dis- <br /> cuss landscaping on the site. She added the develop- <br /> ment agreement will contain a stipulation that the <br /> landscaping is maintained and replaced as necessary. <br /> She added they will also review the spillway. <br /> Mr. Paster noted the sign will be built into the side <br /> of the building and will not be on the roof. <br /> Commissioner Zollner stated she would like to see <br /> the final landscaping plan before taking action, and <br /> they typically do not send unfinished plans to the <br /> City Council for final approval . <br /> Mr. Paster explained the landscaping plan that was <br /> originally recommended by the Planning Commission was <br /> agreed to, and the landscaping plan that was submitted <br /> at the last Planning Commission meeting was approved, <br /> and then went on to the Council, who approved it <br /> with additional landscaping. He added the City <br /> Forester is doing the plan, and Paster Enterprises is <br /> doing everything they are asked to do, plus more. <br /> The representative from Hardee ' s explained they had <br /> followed the direction of the Planning Commission <br /> 0 and submitted the plan, as approved by the Planning <br /> Commission, to the Council . The Council has decided <br /> they would like to have additional landscaping, which <br /> the developer agrees to, but there is a timing problem <br /> with the weather, and they would like to move ahead on <br /> this as quickly as possible. <br /> There was discussion on outdoor seating . The Planning <br /> Commission would rather see as much green space as <br /> possible rather than concrete. The developer agreed <br /> to using round tile under the outdoor tables, with <br /> grass surrounding it. It was noted they have also <br /> added additional sod over the last plan. <br /> Councilmember Wuori stated she would like to still <br /> address the back side of the building and dumpsters, <br /> which would face out onto County Road I . She stated <br /> she would like to see the dumpsters enclosed, not <br /> just for Hardee ' s but the entire shopping center. <br /> Mr. Paster explained that is very expensive to do, <br /> and while they have planned to have the Hardee ' s <br /> dumpster enclosed, the cost would be excessive for <br /> the remainder of the shopping center. He reviewed <br /> the regulations they have for the tenants of the <br /> • center, which he feels are very stringent .
