Mounds View Planning Commission October 4, 1989 <br /> Regular Meeting Page Two <br /> • The representative from Hardee 's presented the light- <br /> ing plan to the Planning Commission and reviewed it. <br /> There was discussion of the possibility of a gas <br /> station at some time coming in, and it was determined <br /> the entire site was under the CUP/PUD, and an amend- <br /> ment for the entire site would be required. Only <br /> the footprint of the building and the green space <br /> immediately touching it will be rezone, and the <br /> parking is not being rezoned, and there would not be <br /> adequate space for a gas station there. <br /> The holding pond on the site is controlled by the <br /> Rice Creek Watershed District, and this would be an <br /> opportunity for the City to have the drainage and <br /> other things changed. Ms. Hren noted the City <br /> Engineer has reviewed the drainage and indicates there <br /> is no problem with it. <br /> Commissioner Zollner stated the Planning <br /> Commission would not allow this drainage for a new <br /> development, and she questioned why they should <br /> settle for something that is less than what the <br /> Planning Commission wants. <br /> • Edward Paster, a partner in Paster Enterprises, gave <br /> a history of the drainage ponds and shopping center, <br /> and the planning that was done at the time the center <br /> was built. He also explained the maintenance of the <br /> holding ponds. He added they would be very receptive <br /> to having the holding ponds removed, as they do not <br /> want them. <br /> The representative from Hardee ' s stated they would <br /> also like to have the drainage pond eliminated. <br /> Mr. Paster added they are willing to cooperate in <br /> any way necessary. <br /> Commissioner Miller questioned the feasibility of <br /> added additional trees on some of the islands in <br /> the parking lot. <br /> Mr. Paster explained the problems they have ex- <br /> perienced in keeping trees alive in that area. <br /> A representative from Paster Enterprises reviewed <br /> the existing landscaping and planned additional <br /> landscaping . <br /> 0 John Streeter, construction manager for Paster <br /> Enterprises, reviewed upkeep of the shopping <br /> center, specifically drainage and landscaping, and <br /> he noted the landscaping requirements would be <br /> written into the development agreement. <br />
