Director Sheldon at this time recited the section on "glare" in the Zoning Code which indicates that any lighting used to illuminate off- street parking shall be arranged to deflect light away from adjoining residential property and that the source of the lighting shall be hooded or controlled. She indicated that the Code gives a measurement of how much light is to be at the property line and that these measurements will tell you if direct rays are going off the site. She indicated that the measurements of the Saturn facility show that the light levels at the property line are within the limits in the Code, although you may still be able to see the point of light and our Code does not control this. Commissioner Stevenson pointed out that with • the expansion, it will not increase the existing amount of light. Elaine Johnson, 2287 County Road H2, expressed concern with why they were not notified of the work session meeting. Director Sheldon explained that the Planning Commission is not approving this item, and that they are only making a recommendation to the City Council. She further explained that the City is not required to give any notice at the Planning Commission level, only of the City Council public hearing, and that we have recently added notices at the Planning Commission level to make sure residents are informed earlier in the process. She added that we could notify residents of the work session also, but indicated that the City mainly wants to make sure people are here for the meeting where the decision is made.
