Mounds View Planning Commission November 19, 1997 <br /> Special Meeting Page 4 <br /> 7. The Rice Creek Watershed District approved the required permit on <br /> October 22, 1997. <br /> 8. The City Engineer has identified three issues that will need to be addressed <br /> before approving the development. These were listed as follows: <br /> a. Lack of distance between the inlet and outlet for the NURP pond <br /> on Lot 3. <br /> b. Ensure that the culverts under the St. Paul Waterworks right of <br /> way function properly. <br /> c. Ensure that emergency overflow from the NURP pond on lot 4 is <br /> directed away from the underground garages and toward the street. <br /> These issues are addressed as conditions of approval to Planning <br /> Commission Resolution No. 515-97. <br /> 9. The light fixture types missing from the original proposal were addressed <br /> and the applicant presented samples of these fixtures for the Commission's <br /> • review. <br /> Planner Peters stated that there are concerns about off-site glare. The developer of the <br /> Holiday Stationstore has been asked to look at ways in which this glare could be reduced. <br /> A new photometric analysis was made available for the Commission to review. This <br /> analysis shows an approximate 50 percent reduction in glare with the use of a baffle <br /> system. <br /> Chuck Durand, developer, addressed the Commission and said that the glare could be <br /> reduced by the use of a baffle system and presented this baffle system to the Commission <br /> for their review. <br /> Planner Peters stated that it is SRF's recommendation to use the baffle system and <br /> consider a three-month review that is based on the level of complaints that are made by <br /> the area residents to the glare of the lights and the baffle system. <br /> Mr. Durand reminded the Commission that a well-lit store is a safer store. <br /> Planner Peters continued: <br /> 10. Snow storage areas not identified on the original plan have been identified. <br /> One problem still existing is the snow storage for Lot 4 is shown within the <br /> • <br />
