Mounds View Planning Commission April 15, 1998 <br /> Special Meeting Page 15 <br /> Consideration of Resolution No. 544-98 Approving the Development Review Stage of the PUD, <br /> Preliminary Plat and a Wetland Buffer Permit. <br /> The applicant, AP Mounds View Limited Partnership (Anthony Properties), was present. <br /> Planning Director Jopke gave his presentation as follows: <br /> The Planning Commission reviewed this item on April 1, 1998 and made several <br /> recommendations and changes that needed to be shown as part of the site plan made <br /> available at this meeting. Full public notice was provide for this meeting. The application <br /> was accepted March 17, 1998. The 60-day approval period expires on May 17, 1998, <br /> unless extended. <br /> The site is located at 2430 Highway 10 and is bound by Long Lake Road and County <br /> Road H2. The property is owned by the O'Neil family and is under contract for purchase <br /> and development by Anthony Properties Management. The developer is proposing to <br /> construct a 63,000 sq. ft., 15 screen, 2188-seat movie theater,three 10,000 sq. ft. one-story <br /> office buildings, a 5000 sq. ft. restaurant, and a 6400 sq. ft. retail building. the movie <br /> • theater would be operated by Carmike Theaters. <br /> Parking for a total of 776 cars was provided on the site. Joint use of the theater and office <br /> parking is indicated because of offsetting hours. <br /> On May 12, 1997 the City Council approved Resolution 5104, a Comprehensive Plan <br /> Amendment, Ordinance No. 598, a rezoning, and Resolution 5119, approval of the General <br /> Concept PUD Plan for the site. <br /> Plan changes made to the original PUD General Concept plan were also reviewed. <br /> Staff is recommending approval of Resolution No. 544-98 recommending City Council <br /> approve a PUD development stage plan with stipulations for the Anthony Properties/O'Neil <br /> development at 2430 Highway 10. <br /> Stipulations were listed as follows: <br /> 1. That the landscape plan should be amended to incorporate the changes suggested <br /> by the City forester in his 3/31/98 memorandum. <br /> 2. That the site plan be amended to incorporate the changes suggested by SEH in the <br /> memorandum dated 3/31/98 and the comments from the Fire Marshal. <br /> 410 <br /> 3. The drainage/utility plan should be amended to eliminate the City storm sewer <br />
