Commissioner Stevenson added that many people had the false <br /> assumption that the Planning Commission was in favor of the ring road concept and he <br /> concurred with Chairperson Peterson that he wanted to make that clarification. <br /> b. Director Jopke continued by informing the Commission that the first draft of the final <br /> Highway 10 report has been received and is being reviewed by Staff. The report will be <br /> incorporated into the Comprehensive Plan, possibly as part of the transportation section or <br /> as a separate attachment to the Comprehensive Plan. <br /> Staff Report <br /> a. Director Jopke reported that the City Council had approved the Richard Maid conditional <br /> use permit request. <br /> b. He informed the Commission that there was further discussion regarding the Mermaid. <br /> He added that the Developer was requested to provide detailed financial information <br /> including loan information from three lenders to determine if tax increment monies would <br /> • be needed to fill any gaps. <br /> c.
