Mounds View Planning Commission June 2, 1999 <br /> • Regular Meeting Page 7 <br /> Ericson stated that the City Forester could make suggestions on specific species that thrive best in <br /> Mounds View soils but further direction should be provided. <br /> Chair Peterson suggested requiring one tree per unit and possibly some low maintenance shrubs along <br /> the foundation. <br /> Commissioner Stevenson added that plantings could be placed on each corner of the building to <br /> encourage slower traffic. <br /> Ericson agreed, stating the property manager of Woodlawn Terrace has indicated there are problems <br /> with vehicles running over the edge of the property so, perhaps, landscape plantings will indicate to <br /> the driver the demarcation of the property line and entrance points. He suggested staff be allowed <br /> to review and approve the landscape plan prior to City Council consideration. <br /> Commissioner Hegland asked about plans for snow removal. Bill Juaire stated that they have other <br /> units and plan to contract with the same firm to remove snow and place it between the drives and to <br /> the west. The sidewalks would be cleared by individuals. Hegland asked if the residents would be <br /> informed to move their cars. Mr. Juaire stated that they would be. <br /> similar to this four- lex development <br /> Chair Peterson asked if the applicant owned other properties p <br /> project. Bill Juaire stated that they own an apartment complex in Columbia Heights and a newly <br /> rebuilt side-by-side duplex in Fridley. <br /> Commissioner Laube asked if there would be plastic or drain tile under the landscaping. Bill Juaire <br /> stated that they plan to install drain tile and a sump pump to alleviate the accumulation of water under <br /> the concrete slab. He stated that he believed one sump pump per unit would be sufficient for that <br /> purpose. <br /> Ericson stated that all adjoining properties drain onto the subject property, so the construction of <br /> a storm sewer through either 2434 or 2442 County Road I would benefit all properties. <br /> Bill Juaire stated that he was attempting to learn more about the drainage situation, and had discussed <br /> the matter with City Engineer Hess. <br /> Braathen stated that there should be consideration not to jeopardize other properties. He added that <br /> the Rice Creek Watershed District would be concerned with possible liability. Ericson stated that the <br /> surrounding buildings were sufficiently protected from run-off. He stated that staff believes the four- <br /> plexes located to the north would not be impacted by the drainage plan, noting that the run-off <br /> originated from their property.
