Mounds View Planning Commission August 7, 1991 <br /> Regular Meeting Page Two • <br /> Motion/Second: Burgers/Colleen to adopt Resolution <br /> No. 316-91. <br /> 5 ayes 0 nays & <br /> UNAA nnnrri nMotion Carried ri ru <br /> Planner Harrington outlined the case. It was noted 6. Consideration <br /> that Mr. Alan Brevitz, representing Conoco, Inc. , was of Resolution <br /> unable to attend the meeting. It was also noted that No. 317-91, <br /> Mr. George Winiecki, owner of 2740 Highway 10, and Rezoning <br /> Mr. Roger Kolstad, Realtor, were present. Request for <br /> Conoco, Inc. , <br /> Mr. George Winiecki presented his case regarding the 2740 Hwy. 10, <br /> rezoning of his property from B-2, Limited Business, Planning Case <br /> to B-3, Highway Business. Mr. Winiecki stated that No. 326-91 <br /> he was unable to build on his property due to a <br /> moratorium placed on it by the City in the past. <br /> Chair Mountin explained the five characteristics <br /> specified by Code that must be addressed for all <br /> rezonings. She clarified that the resolution is only <br /> citing City Code. <br /> Mr. Winiecki stated to the Planning Commission that411 <br /> others in Mounds View, such as Super America, have <br /> done what he is proposing. He also stated the market <br /> is depressed and there are no buyers for B-2 zoned <br /> property and that when he did have an offer at a B-2 <br /> zoning, the property was under a building moratorium. <br /> Mr. Winiecki commented that there will be a need for <br /> gasoline/convenience stores when the "dinosaur" gas <br /> stations die off; Conoco would be successful because <br /> people want a clean, service-oriented operation. He <br /> stated that he believes Highway 10 will always be a <br /> heavily travelled road, even with Highway 610 going <br /> in. He stated that the station will not increase <br /> traffic; people buy gas on the way to their <br /> destination. <br /> Mr. Winiecki stated to the Planning Commission that <br /> his use is not unique and that there are other <br /> stations in Mounds View like the one he is proposing <br /> and that he should not be treated any differently <br /> than Super America. <br /> Chair Mountin noted that Mr. Winiecki had received a <br /> copy of Resolution No. 317-91. <br /> Motion/Second: Burgers/Peterson to adopt Resolution • <br /> No. 317-91. <br /> 5 ayes 0 nays Motion Carried <br />
