The results from this review indicate that the <br /> application does not contain the documentation necessary to complete an <br /> evaluation of the proposed project's level of compliance with Mounds View's <br /> Wetland Zoning Ordinance. Additional documentation which should be requested <br /> • from the applicant is: <br /> • A wetland zoning district map showing the proposed wetland zoning <br /> district boundary line. <br /> • Computations regarding existing and proposed flood storage volumes. <br /> ■ Computations documenting the existing and proposed water quality <br /> enhancement value of the wetland. It is our recommendation that the <br /> applicant should use Walker Method P-8 for calculating the wetland's <br /> value for water quality enhancement. We also suggest that watershed <br /> • - - • . -e o. as.ne• rom either the <br /> phosphorus loading data contained in the Metropolitan Council document <br /> titled "Phosphorus Export in the Twin Cities Metro Area" (Joseph <br /> Mulchay) , or should be calculated using the NURP Method (EPA <br /> 44015-87-001) . <br /> ■ Computations specifying the wetland zoning district's existing and <br /> proposed wildlife habitat value. <br /> • Detailed descriptions of proposal impacts to vegetation, including <br /> documentation demonstrating that the aerial extent of disturbance is <br /> the minimum necessary. <br /> ■ Language supporting any representation regarding changes in wetland <br /> • flow characteristics and the fact that these changes will or will not <br /> have adverse impacts. <br />
