The results from this review indicate that the application does not contain the documentation necessary to complete an evaluation of the proposed project's level of compliance with Mounds View's Wetland Zoning Ordinance. Additional documentation which should be requested • from the applicant is: • A wetland zoning district map showing the proposed wetland zoning district boundary line. • Computations regarding existing and proposed flood storage volumes. ■ Computations documenting the existing and proposed water quality enhancement value of the wetland. It is our recommendation that the applicant should use Walker Method P-8 for calculating the wetland's value for water quality enhancement. We also suggest that watershed • - - • . -e o. as.ne• rom either the phosphorus loading data contained in the Metropolitan Council document titled "Phosphorus Export in the Twin Cities Metro Area" (Joseph Mulchay) , or should be calculated using the NURP Method (EPA 44015-87-001) . ■ Computations specifying the wetland zoning district's existing and proposed wildlife habitat value. • Detailed descriptions of proposal impacts to vegetation, including documentation demonstrating that the aerial extent of disturbance is the minimum necessary. ■ Language supporting any representation regarding changes in wetland • flow characteristics and the fact that these changes will or will not have adverse impacts.
