The proposed wetland boundary is shown on the preliminary <br /> grading and drainage plan (October 25, 1991 submittal) . In support of <br /> their request, the applicant has attached a letter from the Corps of <br /> Engineers dated October 4, 1991. <br /> The wetland zoning district consists of the wetland and a 100-foot upland <br /> buffer surrounding the wetland. The wetland boundaries presented on the <br /> Wetland Zoning District :'rap are conservative (may include upland) <br /> j <br /> representations of existing conditions. 2'1119 provides the CitJ$wetland <br /> resources protection from loss due to mapping errors. The applicant has <br /> the obligation of demonstrating if the original designation is in error, <br /> The Congress prohibited, as of August 17, 1991, further use of the 1989, <br /> Federal Manual for Identifying and Delineating Jurisdictional Wetlands <br /> until revisions to the manualare finalized. In the the Corps interim, C <br /> orgs has diA <br /> beet di=acted to use the 1987 Corps Wetland Delineation Manual for • <br /> delineation of upland!wetland jurisdictional boundaries. A brief fact l <br /> sheet outlining the difference in methods is attached to this letter. <br /> A consensus was reached- among Barr, the Corps, and RCSCS in October and <br /> November 1987 regarding the location of the jurisdictional boundary for • <br /> Wetland 1-19. The boundary was located using the 1987 Corps Wetland <br /> Delineation Manual.
