MEMORANDUM <br /> TO: PLANNING COMMISSION <br /> FROM: PAUL HARRINGTON, PLANNER1, <br /> DATE: March 12, 1992 <br /> SUBJECT: C.U.P. - TWIN CITY SCHOOL OF PET GROOMING <br /> 2840 HIGHWAY 10 <br /> Twin City School of Pet Grooming has made application for a <br /> Conditional Use Permit to allow the operation of a pet grooming <br /> facility at 2840 Highway 10. Chapter 40 of the Mounds View <br /> Municipal Code allows for this type of establishment in a B-2 zone <br /> district with the issuance of a Conditional Use Permit. <br /> Staff has reviewed the requirements for a C.U.P. at this site and <br /> determined that a substantial amount of additional parking would <br /> need to be provided on the site to support a facility such as the <br /> one proposed. Additionally, a second business operation is located. <br /> on the site and it is the opinion of staff that parking would need <br /> 410 to be provided for that establishment as well as the proposed Pet <br /> Grooming facility. <br /> Staff will be attempting to contact a representative of the <br /> applicant in order to explain the situation. In the meantime, I <br /> have left the item on the agenda so that the applicant can meet <br /> with the Planning Commission to discuss their options including, <br /> but not limited to, appeal of either the code requirements or the <br /> interpretation of those codes by staff. <br /> If you have questions, please call. <br />
