Mounds View Planning Commission April 6, 1994 <br /> Regular Meeting Page 2 <br /> -rflOVED <br /> use permit request of Michael Hegland at <br /> 7604 Spring Lake Road. <br /> 6 ayes 0 nays <br /> Motion Carried <br /> Mr. Hegland was concerned about --the - -- <br /> procedure for recording the conditional <br /> use permit with Ramsey County. Planner <br /> Harrington clarified the procedure and <br /> also informed Mr. Hegland that a public <br /> hearing would be held at the June 27th <br /> City Council meeting regarding this <br /> item. <br /> The applicant, Mr. John DeVries, 6 . Consideration <br /> representing Prime Builders, was of Resolution <br /> present. No. 386-96 <br /> Regarding <br /> Planner Harrington reminded the Rezoning/ <br /> • Commission that this item had been Development <br /> reviewed at the May 18th meeting and Review Request <br /> that the proposal was in conformance of Prime <br /> with applicable City Codes. He also Builders, 2856 <br /> reviewed the proposal explaining that Highway 10, <br /> the applicant, Prime Builders, is Planning Case <br /> requesting approval for a development No. 383-94 <br /> review and rezoning to PUD for a <br /> proposed 22 unit townhome project at <br /> 2856 Highway 10 . A concern was raised <br /> by the Planning Commission regarding the <br /> setbacks of Knollwood Green being less <br /> that was required. Issues also brought <br /> up were emergency access to the rear of <br /> the property and a storm water control <br /> plan being approved by the City's <br /> consulting engineer. Planner Harrington <br /> informed the Planning Commission that in <br /> the event the proposal is approved, a <br /> written statement, signed by the <br /> representatives of the Knollwood Green <br /> Townhome Association, allowing the <br /> applicant to utilize the emergency <br /> access on the south end of the Knollwood <br /> Green property should be approved. The <br /> • Commission was concerned as to whether <br /> or not the barricade existing at the <br /> emergency access would be removed or <br /> remain and that the exit would be used <br /> for emergency only.
