d. Canopy sign. A cloth or cloth-like covering suspended over a window or door <br /> which displays a name or logo of the business within. <br /> e. Civic celebration. A civic event as designated by City Council resolution. <br /> f. Electric sign. Any sign containing electrical wiring but no including signs <br /> illuminated by an exterior light source. <br /> g. Encased bulletin boards. A sign with a see-through cover and changeable letters <br /> used by institutions such as churches, public facilities, or schools to display <br /> hours of operation, special events, services, or other related information. <br /> h. Flashing signs. Illuminated signs or lighting which have flashing or intermittent <br /> lighting. <br /> i. Freeway sign. Any sign used to advertise or attract notice from Interstate <br /> Highway I-35W and I-694 and Trunk Highway 33. <br /> j. Ground sign. Any stationary sign placed upon the ground and not attached to a <br /> building, excluding billboards. <br /> k. Moving sign. Any sign animated or revolving, up and down or sideways, <br /> mechanically or otherwise. <br /> 1. Nonconforming signs. Any sign or combination of signs which were lawfully <br /> established and which do not comply with all applicable provisions of this 1111 <br /> chapter. <br /> m. Portable sign. A mobile advertising device which is capable of being <br /> transported from one location to another and which is not permanently attached <br /> to the ground, a sign structure or a building. <br /> n. Projecting sign. A sign attached to a building and projecting more than eighteen <br /> (18) inches. <br /> o. Non-Commercial opinion signs. A sign which does not advertise products, <br /> goods, businesses or services and which expresses an opinion or other point of <br /> view. An Electric Sign may not be used in residential districts as a Non- <br /> Commercial Opinion Sign. <br /> p. Readerboard sign, automatic. A sign electronically or a ectrically controlled to <br /> display time, temperature or changeable messages where different copy changes <br /> are shown on the same lamp bank. <br /> q.
