b. The following signs are excluded from the requirements of this chapter: <br /> 1. Parade floats, sound trucks, or other moving advertising media while <br /> operated on a public street or roadway. <br /> 2. Contractor's vans or trailers parked at a construction site during actual <br /> construction, provided the primary use of the vehicle is for storage or <br /> office and that the advertising matter pertains only to the contractor. <br /> 3. Architectural detail of a building including cornerstones, crosses, or other <br /> identifying det i1s which are part of the building. <br /> 4. Owner's name or other advertising on service or delivery vehicles. <br /> 5. Sign affixed to a bus stop bench. such sign shall not exceed ten (10) <br /> square feet in area. <br /> 6. Any signs for the promotion of a civic celebration. Such signs shall be <br /> permitted by permission of the City Council so long as they do not cause a <br /> threat to safety. Such signs must be established by the committee in <br /> charge of the civic celebration and a permit obtained, except no fee will be <br /> charged. <br /> • <br /> 7. Official traffic signs and signals. •• <br /> c. The following signs are subject only to Section 9-040 (e) and do not require 1111 <br /> permits. <br /> 1. Name plate signs not exceeding one (1) square foot in area, indicating the <br /> name and/or address of the occupant: House and building numbers shall <br /> not exceed twelve (12) inches in height. <br /> 2. Governmentally authorized historical markers. <br /> 3. Official governmental information signs. <br /> 4. Interior signs and building directories not readily visible from a public <br /> right-of-way. <br /> 5. Name plates or identification signs under one (1) square foot in area <br /> bearing the name and/or address of the occupant. <br /> 6. Small signs not exceeding four (4) square feet in area containing no <br /> advertising and displayed for convenience of the public to identify <br /> restrooms and freight and service doors.
