Spacing Between Adult Uses <br /> EXPLANATION: The required.spacing between individual adult uses in the <br /> substitute- amendment is as follows: <br /> Outside of Downtown (B-3, I-1, 1-2): 2640 feet. <br /> Downtown (B-4, B-5) : 1320 feet. <br /> This contrasts with the following spacing requirements in the current <br /> Zoning Code: <br /> Outside of Downtown (B-3, I-1, 1-2): 1320 feet. <br /> Downtown (B-4, B-5) : 300 feet. <br /> RATIONALE: Studies by the cities of Phoenix and Indianapolis indicate <br /> that the negative land use impact of a single adult business extends for <br /> up to three blocks (see 40-Acre Study, p. 15) . Thus, to ensure that <br /> negative impacts from surrounding adult businesses do not accrue from <br /> two directions, a minimum spacing of 6 blocks between adult uses should <br /> be required. In Saint Paul, long blocks outside of downtown are 660 <br /> feet in length (street to street) while blocks in the downtown area have _ <br /> 411 <br /> a length of 330 feet. Thus, a 6-block spacing requirement would be <br /> equivalent to 3960 feet outside of downtown and 1980 feet downtown. In <br /> short, the proposed spacing requirements are not excessive. Indeed, <br /> they have been reduced to enable the City to provide a sufficient land <br /> mass available for adult uses and sites for a sufficient number of new <br /> adult uses on that land mass (see #8 below) . <br /> • <br /> 4. Distance From Adult Uses to Residential Zones. <br /> EXPLANATION: The required distance between adult uses and residential <br /> zones in the substitute amendment is as follows <br /> Outside of Downtown (B-3, I-1, 1-2) : 800 feet. <br /> Downtown (B-4, B-5) : 400 feet. <br /> This contrasts with the following distance requirements between adult <br /> uses and residential zones in the current Zoning Code: <br /> Outside of Downtown (B-3, I-1, 1-2): 200 feet. <br /> Downtown (B-4, B-5): 100 feet (to residential uses) . <br /> RATIONALE: As mentioned in #3 above, there is evidence that the negative • <br /> land use impact of a single adult use extends for up to three blocks. <br /> Therefore, to protect property in residential zones from the negative <br /> 4 <br />
