Neighborhood residents have long targeted <br /> the two multi-functional facilities as the focus of their picketing and <br /> policing activities. <br /> Secondly, the nature of multi-functional adult businesses duplicates a <br /> situation which is similar to a concentration of two or more separate <br /> adult businesses. Multi-functional adult businesses can serve 'various <br /> types of customers simultaneously or sequentially. In several ways, <br /> this situation heightens the likelihood that adult entertainment will <br /> lead to neighborhood problems: <br /> o Variety of Neighborhood Impacts: Multiple types of adult uses <br /> create multiple opportunities for negative neighborhood impacts. <br /> For example, two frequently-reported problems in the University- <br /> Dale neighborhood are the harassment of women who are mistaken for <br /> prostitutes and the discarding of hard-core pornographic <br /> literature on residential property where it becomes available to <br /> minors (testimony at Planning Commission public hearing, 6/26/87 <br /> and 7/10/87--see 40-Acre Study, pp. 55, 56) . Although sex-related <br /> harassment could be caused by any single type of adult <br /> entertainment, it nevertheless is true that the discarding of <br /> pornographic literature is most strongly associated with adult <br /> bookstores because that is where such literature originates. <br /> Thus, the combination of book and magazine sales with other types <br /> of adult entertainment increases the likelihood that surrounding <br /> neighborhoods will suffer from sex-related negative land use <br /> impacts. <br /> 111/ o Intensity of Neighborhood Impacts: The presence of several types <br /> of adult uses in one structure increases the likelihood that a <br /> larger number of customers will frequent the adult entertainment <br /> establishment. Even if only a small percentage of such customers <br /> are directly responsible for neighborhood problems, the larger <br /> number of customers in itself increases the likelihood that such <br /> problems will occur. The possibility that any one customer can <br /> engage sequentially in several types of adult entertainment also <br /> is cause for concern. Some psychological studies have shown that <br /> exposure to pornography heightens sexual aggression. Thus, it is <br /> reasonable to conclude that customers in multi-functional adult <br /> businesses;--because -they have more opportunity for prolonged <br /> exposure to pornography, may be more likely to behave aggressively <br /> toward neighborhood residents. <br /> o "Sex for Sale" Image: The Planning Commission received <br /> testimony that the University-Dale area suffers from a general <br /> "sex for sale" image that attracts street prostitutes and their <br /> customers, and demoralizes other businesses and neighborhood <br /> residents who do not wish to be associated with this image <br /> (40-Acre Study, p. 54) . A multiplication of types of adult uses <br /> in a single facility could create this image as easily as several <br /> separate facilities. <br /> There is precedent for the requirement that no more than one type of <br /> adult use be permitted in any building.
