15. Adult personal service business means a business having as a principal • <br /> activity a person of one sex, while nude or partially nude, providing <br /> personal services for a person of the other sex on an individual basis in <br /> a closed roam. It includes, but is not limited to, the following <br /> activities and services: massage parlors, exotic rubs, modeling studios, <br /> body painting studios, wrestling studios, individual theatrical <br /> performances. It does not include activities performed by persons <br /> pursuant to, and in accordance with, licenses issued to such persons by <br /> the State of Michigan. <br /> 16. Adult sauna means a sauna which excludes minors by reason of age, or which <br /> provides a steam bath or heat bathing rain used for the purpose of <br /> bathing, relaxation, or reducing, utilizing steam or hot air as a <br /> cleaning, relaxing or reducing agent. If the service provided by the <br />• _ sauna is distinguished or characterized by an emphasis on "specified <br /> sexual activities" or "specified anatomical areas." • <br /> 17. Adult uses include, adult bookstores, adult motion picture <br /> theatres, adult mini-motion picture theatres, adult massage parlors, <br /> adult saunas, adult rap/conversation parlors, adult health clubs, and <br /> adult cabarets, and other premises, enterprises, businesses or places <br /> open to some or all members of the public at or in which there is an <br /> emphasis on the performance, depiction or description of "specified <br /> sexual activities" or "specified anatomical areas" which are capable <br /> of being seen by said members of the public. • <br /> 18. Arcade device shall mean any coin- or slug-operated or electronically <br /> or mechanically controlled machine or device that dispenses or effect- <br /> uates the dispensing of entertainment, that is intended for the viewing <br /> of five (5) or fewer persons in exchange for any payment of any <br /> consideration. <br /> 19. Body painting studio shall mean any establishment or business which <br /> provides the service of applying paint or other substance whether <br /> .transparent or nontransparent to or cn the human body when such body is <br /> wholly or partially nude in terms of "specified anatomical areas." <br /> 20. Escort bureau shall mean any person who offers to furnish an escort for <br /> financial consideration. <br /> 21. Escort shall mean any person who receives financial consideration for <br /> consorting with or escorting another person in any public or private <br /> place within the City of Rochester. <br /> 22. Se_m' l'y oriented devices means without limitation any artificial or <br /> simulated specified anatomical area or other device or paraphernalia <br /> that is designed in whole cr part for specified sexual activities. <br /> 23. Specified anatomical areas shall mean and include any of the following: • <br /> (a) Less than completely and opaquely covered human genitals, pubic <br /> region, buttocks, anus or female breasts below a point immediately <br /> above the top of the areolae; or <br /> (b) Amman male genitals in a discernibly turgid state, even if <br /> completely and opaquely covered. <br /> ,r_ 100t <br />
