Chapter 1008 <br /> SIGNS AND BILLBOARDS <br /> SECTION: <br /> 1008.00: Purpose <br /> 1008.01: Definitions <br /> 1008.02: Building Permit Required;Exceptions <br /> 1008.03: Application for Permit <br /> 1008.04: Permit Fees; Waiver <br /> 1008.05: Issuance of Permit; Conditions <br /> 1008.09: Location, Design and Construction Standards <br /> 1008.10: Violation of Provisions <br /> 1008.00 PURPOSE:It is the intent of this chapter to permit use of signs whic are compatible <br /> with their surroundings and are legible whicle at the same time assuring that the <br /> public is not endangered or distracted by the unsafe or indiscriminate use of such <br /> signs. <br /> Subd 1 The Council has determined that the regulations set forth in this chapter are <br /> necessary for the following reasons, among others: to preserve the residential <br /> • character or residential neighborhoods; to preserve order and cleanliness; to avoid <br /> the appearance of clutter; to protect property values; to avoid litter and the growth of <br /> weeds around signs; to reduce the traffic hazard caused by distractions to motorists <br /> and the impairments of sight lines; to ensure that the City remains an attractive place <br /> to live and work; to reduce administrative burdens; and to protect the health, safety, <br /> welfare, morals and convenience and comfort of the public. <br /> 1008.01: DEFINITIONS: The following terms have the meanings ascribed to them in this <br /> Section: <br /> Subd-1: ABANDONED SIG• _ • • • •• • '_ •• <br /> operation for a period of more than three (3) months or any sign which pertains to a <br /> time, event or purpose which no longer applies, shall be deemed to have been <br /> abandoned Permanent signs applicable to a business temporarily suspended <br /> because of a change of ownership or management shall not be deemed abandoned <br /> unless the property remains vacant for a period of more than three (3) months. <br /> Subd. 2. BANNER: An attention-getting device, the materials of which consist of paper, <br /> cloth or of other man-made materials and which are of a temporary nature. <br /> Subd. 3. BILLBOARD: An advertising sign located off the premises where the advertised <br /> • product is sold or offered. It is usually, but not necessarily, owned by an <br /> advertising company. <br />
