PLANNING CASE NO.451-96 <br /> JULY 10, 1996 <br /> PAGE THREE OF FIVE <br /> At the April 3, 1996,Regular Meeting,Church Upon the <br /> Rock withdrew its application for an extension on its <br /> conditional use permit for temporary,accessory structures. <br /> Church Upon the Rock is now requesting an oversized <br /> garage to be used for storage space so that they may free <br /> up space,currently used for storage inside the church,for <br /> classrooms. <br /> The Municipal Code defines private garages as,"a detached <br /> accessory building or portion of the principal building, <br /> including a carport,which is used for storing vehicles." The <br /> garage proposed at the site will not be used for storage of <br /> vehicles. The Municipal Code allows for accessory <br /> structures exceeding two hundred square feet,but not more <br /> than four hundred square feet,by conditional use permit in <br /> R-1 zoning districts. <br /> It appears the Municipal Code does not recognize that <br /> churches,allowed by conditional use permit in R-1 zoning <br /> districts,may have all the demands for storage that single <br /> family dwellings may have. Staff suggests that the impact of <br /> an oversized garage on the site would not have any greater <br /> impact than a home with an oversized garage would have <br /> on the property. <br /> If the Planning Commission wishes to consider granting a <br /> • variance to allow a garage on the site,then the next issue to <br /> consider would be whether to grant a conditional use permit <br /> for an oversized garage on the property. <br /> Dick Whitney,a representative for Church Upon the Rock, <br /> has been made aware that no other structures may be <br /> • allowed on the premises. Discussion at the April 03, 1996 <br /> meeting by the Planning Commission suggested requiring <br /> some type of security to ensure the existing temporary, <br /> accessory structures would be removed from the property. <br /> A staff report dated April 04, 1988 revealed that the Church <br /> requires 98 parking spaces. At that time, it was shown that <br /> the site had inadequate parking on-site for its Sunday <br />
