PLANNING CASE NO.451-96 JULY 10, 1996 PAGE THREE OF FIVE At the April 3, 1996,Regular Meeting,Church Upon the Rock withdrew its application for an extension on its conditional use permit for temporary,accessory structures. Church Upon the Rock is now requesting an oversized garage to be used for storage space so that they may free up space,currently used for storage inside the church,for classrooms. The Municipal Code defines private garages as,"a detached accessory building or portion of the principal building, including a carport,which is used for storing vehicles." The garage proposed at the site will not be used for storage of vehicles. The Municipal Code allows for accessory structures exceeding two hundred square feet,but not more than four hundred square feet,by conditional use permit in R-1 zoning districts. It appears the Municipal Code does not recognize that churches,allowed by conditional use permit in R-1 zoning districts,may have all the demands for storage that single family dwellings may have. Staff suggests that the impact of an oversized garage on the site would not have any greater impact than a home with an oversized garage would have on the property. If the Planning Commission wishes to consider granting a • variance to allow a garage on the site,then the next issue to consider would be whether to grant a conditional use permit for an oversized garage on the property. Dick Whitney,a representative for Church Upon the Rock, has been made aware that no other structures may be • allowed on the premises. Discussion at the April 03, 1996 meeting by the Planning Commission suggested requiring some type of security to ensure the existing temporary, accessory structures would be removed from the property. A staff report dated April 04, 1988 revealed that the Church requires 98 parking spaces. At that time, it was shown that the site had inadequate parking on-site for its Sunday
