As we discussed, due to the fact that the east side of the plat <br /> for 3025 County Road H lies within a 100-foot wetland buffer area of Spring Creek, you will need to make application <br /> for a wetland alteration permit with the City of Mounds View and obtain a permit from Rice Creek Watershed <br /> District. I have included a map that shows the east side of the property located within the 100-foot wetland buffer. <br /> Section 1010.08, Subd. 1 requires a wetland alteration permit for any digging, dredging, filling, draining, or in any <br /> way altering or removing any material from a wetland, or the construction, alteration or removal ofany structure. <br /> For your review, I have included section 1010.08, Subd. 3, that specifies permit standards. If you have any <br /> questions, please do not hesitate to contact me. <br /> The land use change will impact the hydrologic assumptions made for the drainage area. Following a preliminary III <br /> review by the City Engineer, a sediment pond is recommended to be constructed on site since the site will discharge <br /> to Rice Creek without any pre-treatment._ In addition, the Municipal Engineer will need to have plans submitted <br /> showing a determination of the existing and future runoff from the site. A revised drainage plan must be submitted <br /> to the Municipal Engineer for review and approval. <br /> • Regarding the landscaping plan submitted, the City Forester has recommended that the arborvitae bushes located along <br /> the north of the property be replaced with six-foot Colorado or Black Hills Spruce. You will need to submit the <br /> revised landscaping plan to the City Forester for approval. <br /> Rick Jarson, the Municipal-Building Inspector, has provided comments on the preliminary plans submitted. His <br /> comments are attached and each item will need to be addressed for Planning Commission review. <br /> The Fire Chief, Nyle Zikmund,has reviewed the preliminary plans and found that the proposed building is classified <br /> as an Assembly occupancy, Class B Division 2.1. A fire suppression system will be required, and a fire sprinkler <br /> plan will need to be submitted for review by the Fire Chief and Building Inspector. <br /> The Planning Commission packet for the August 7, 1996 meeting will be delivered Thursday, August 01, 1996. <br /> Please be advised that without complete information the Planning Commission cannot make a recommendation to the <br /> City Council, and may table a recommendation on this item until all completed information is provided. Failure to <br /> submit required information and plans may delay processing of your planning application.
