O PLANNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: Joyce Pruitt <br /> Subject: Proposed Ordinance No. 589 <br /> Date: August 2, 1996 <br /> Recently, the City of Mounds View was informed that the City's floodplain ordinance is not <br /> considered compliant by the Minnesota Department of Natural Resources. (This agency has been <br /> delegated responsibility to review local flood plain ordinances for compliance with the National <br /> Flood Insurance Program.) On March 21, 1994, conditional approval was given, contingent upon <br /> required corrections being made and adopted by the City. Not all of the changes have been made. <br /> Staff met with a representative from the Minnesota Department of Natural Resources to discuss <br /> required amendments to the current Flood Plain Ordinance. To bring the Mounds View <br /> 0 Floodplain Ordinance into compliance the following changes will need to be made: <br /> A Flood Insurance Notice and Record Keeping section must be added to the current ordinance. <br /> This amendment will be provided to you for the Planning Commission meeting. This proposed <br /> amendment is required to come into compliance. <br /> A nonconforming uses section and a section on travel trailers has been strongly encouraged to be <br /> added as well. These two sections are optional, so the City has some discretion on whether these <br /> two sections should be added or not. <br /> The DNR has set a deadline of September 01, 1996 for submittal of all materials,Tbic-is a <br /> priority project for Staff to move on quickly since without the submission of the required <br /> materials a community may face the risk of suspension from the National Flood Insurance <br /> Program. <br /> Resolution No. 471-96 supporting an amendment to the Floodplain Ordinance has been drafted <br /> for your review. The Flood Plain Ordinance, with proposed changes, will be provided to you at <br /> the August 07, 1996 Regular Meeting for your review. <br /> If you have any questions regarding this ordinance change, please do not hesitate to contact me at <br /> 784-3055. <br /> III <br />
