Mounds View City Council December 6, 2004 <br />Regular Meeting Page 9 <br /> <br />Council Member Quick asked Mr. Flaag if he feels the City should be more aggressive in 1 <br />increasing their taxing capacity. 2 <br /> 3 <br />Mr. Flaag stated he does. He indicated if you look at New Brighton they have 35% commercial 4 <br />property, whereas Mounds View is very low on commercial property. 5 <br /> 6 <br />Council Member Quick stated the industrial park the City has was put in using TIF, which is 7 <br />usually what needs to happen to get it in. He indicated he has been the lone vote against projects 8 <br />because he has felt it was not the highest or best use for the property. 9 <br /> 10 <br />Mr. Surick asked what is happening with the church. 11 <br /> 12 <br />Planning Director Ericson stated the building permit has been issued. He indicated the church is 13 <br />investing $2.7 million, and the building permit alone was $19,000. He stated the church will 14 <br />provide the City $25,000 for park and recreation services, and the hope is that area restaurants 15 <br />and other businesses will benefit from the added traffic. 16 <br /> 17 <br />MOTION/SECOND. Marty/Gunn. To close the public hearing for the Truth in Taxation 18 <br />meeting. 19 <br /> 20 <br /> Ayes-5 Nays-0 Motion carried. 21 <br /> 22 <br />Finance Director Hansen advised that the Council will have a resolution at their meeting on 23 <br />December 13th to adopt the budget. 24 <br /> 25 <br />C. Discuss Storm Water Utility 26 <br /> 27 <br />Council Member Quick expressed concern about this meeting being treated as a work session 28 <br />rather than as a meeting. 29 <br /> 30 <br />City Clerk/Administrator Ulrich indicated it was advertised and posted as a Special Council 31 <br />Meeting, and while he is not recommending the Council take action they can hold it as a meeting 32 <br />without action. 33 <br /> 34 <br />Public Works Director Lee stated that Mounds View has operated a Storm Water Utility since 35 <br />1993. He indicated the City’s Code, as it pertains to the establishment of the Storm Water 36 <br />Utility, was intended to be just and equitable; to assign responsibility for some or all of the future 37 <br />costs of operating, maintaining, and improving the system on the basis of the expected storm 38 <br />water runoff from the various parcels of land within the City during a standard one-year rainfall 39 <br />event. 40 <br /> 41 <br />Public Works Director Lee indicated that to meet the original intent of Ordinance No. 529 42 <br />establishing a Storm Water Utility and making it just and equitable, Staff is recommending that 43 <br />the City assign the Storm Water Utility based on the calculated storm water runoff for all 44
