He stated this would exclude low and medium density residential, which Staff 1 <br />recommends be assigned the utility on a per unit basis, or fraction thereof. 2 <br /> 3 <br />Public Works Director Lee stated the methodology with which Staff recommends this could be 4 <br />achieved is that storm water runoff be converted into a Residential Equivalent Factor (REF). He 5 <br />indicated an REF is the amount of storm water runoff a standard single-family lot with a house, 6 <br />driveway, and other impervious areas generates. He explained that what this means is that the 7 <br />runoff for all properties, excluding low and medium density residential properties, would be 8 <br />calculated and a Residential Equivalent Factor assigned to it and the property be charged a storm 9 <br />water utility charge based on the number of REF’s it had. He stated Single Family home 10 <br />properties would be assigned one REF and other low density residential properties could be 11 <br />assigned a fraction of an REF. 12 <br /> 13 <br />Public Works Director Lee advised that earlier this year the City Council approved Resolution 14 <br />No. 6280 approving a Temporary Data Entry Position. He stated this person was hired and has 15 <br />been updating the City’s Commercial Parcel Database as well as collecting the necessary data to 16 <br />allow for storm water runoff calculations to be conducted for every commercial and high density 17 <br />site within the City. He indicated as an additional benefit, commercial site and construction 18 <br />plans have been re-organized and categorized. He stated this work is nearly complete, and has 19 <br />been a great success. He added that once completed, Staff could present a detailed proposal. He 20 <br />indicated Staff is looking for direction to keep working on this project, and if approved will come 21 <br />back to the Council with a complete proposal which would include an ordinance change. 22 <br /> 23 <br />The Council provided consensus that Staff should continue working on this proposal. 24 <br /> 25 <br />Council Member Quick asked with this in mind if the residents’ contribution would be affected if 26 <br />they re-graded their yard and created a rain garden. 27 <br /> 28 <br />Public Works Director Lee indicated that could be included in the proposal, and is a good idea. 29 <br /> 30 <br />Council Member Stigney asked how you would qualify these homes. 31 <br /> 32 <br />Public Works Director Lee stated the homeowner would have to submit a plan to the City, and it 33 <br />would probably be done in conjunction with street projects, so the City could work with residents 34 <br />to develop a plan. 35 <br /> 36 <br />D.
