Mounds View City Council December 6, 2004
Regular Meeting Page 11

what was available last summer. He indicated health care changes are also shown and the special 1
election costs that the City will have in February have been added. 2
3
Council Member Marty asked on the Staff report, item #3, he was under the impression it took 4
two years to be certified for this position and the former Deputy Chief was in the process of 5
completing his training. 6
7
Police Chief Sommer indicated he has started the training, and will be finished in 1 ½ years. He 8
commented that you do not have to be fully trained to be designated as the emergency manager. 9
10
E. Presentation of Draft AUAR & Update of the Bridges Redevelopment 11
Project. 12
13
Aaron Backman advised there has been a lot of activity over the last month. He explained that 14
on July 26, 2004 the Mounds View EDA authorized staff to pursue title commitment research of 15
The Bridges Golf Course. He indicated on September 13th the Mounds View EDA authorized 16
the selection of RLK-Kuusisto to undertake an Alternative Urban Areawide Review (AUAR) for 17
the Bridges Golf Course Redevelopment Project. He stated the AUAR process is underway. On 18
September 27th, the Mounds View EDA authorized E.G. Rud & Sons to conduct a boundary 19
survey and a topographic survey of the Bridges area. He indicated the land surveyors completed 20
a boundary survey of all five parcels and a topographic survey of the golf course on October 21st. 21
22
Mr. Backman reviewed several figures in the AUAR, including the preferred development 23
scenario, the maximum potential, which shows three office buildings on the north side of new 24
Highway 10, each 500,000 square feet in size, and parking behind the facilities. He stated there 25
could be 5,000 to 6,000 employees there, and it has the potential to double the City’s tax base 26
and would more than double the number of employees working in the city. 27
28
Mr. Backman stated by placing the development in the middle of the parcel it would minimize 29
the impacts to the wetlands. He indicated the idea is to cluster the buildings with walkways in 30
between. He stated one bottleneck is at County Road J and 35W, which is an issue that 31
Medtronics is aware of, and has talked to the State about. He indicated Medtronics has met with 32
the governor and discussed the issue. 33
34
Mr. Backman reviewed the sanitary sewer and water mains, noting these are rough concept plans. 35
He advised that on the traffic impact study in Appendix D, one of the main issues if adding 7,000 36
vehicle trips per day or 11,000 at maximum buildout is what you do with the traffic. He 37
indicated they have come up with four solutions. He stated that Mounds View Staff likes 38
alternatives B and C, and Blaine likes B. He noted that the four alternatives come with different 39
price tags, and the State will have to be involved in funding. 40
41
Mr. Backman advised that the day before Thanksgiving Staff had a meeting with Medtronics and 42
Cressa Partners. He stated Medtronics is interested in buying the campus as its third campus, and 43
have at this time set aside working with New Brighton. He indicated the campus would be for 44
