He indicated health care changes are also shown and the special 1 <br />election costs that the City will have in February have been added. 2 <br /> 3 <br />Council Member Marty asked on the Staff report, item #3, he was under the impression it took 4 <br />two years to be certified for this position and the former Deputy Chief was in the process of 5 <br />completing his training. 6 <br /> 7 <br />Police Chief Sommer indicated he has started the training, and will be finished in 1 ½ years. He 8 <br />commented that you do not have to be fully trained to be designated as the emergency manager. 9 <br /> 10 <br />E. Presentation of Draft AUAR & Update of the Bridges Redevelopment 11 <br />Project. 12 <br /> 13 <br />Aaron Backman advised there has been a lot of activity over the last month. He explained that 14 <br />on July 26, 2004 the Mounds View EDA authorized staff to pursue title commitment research of 15 <br />The Bridges Golf Course. He indicated on September 13th the Mounds View EDA authorized 16 <br />the selection of RLK-Kuusisto to undertake an Alternative Urban Areawide Review (AUAR) for 17 <br />the Bridges Golf Course Redevelopment Project. He stated the AUAR process is underway. On 18 <br />September 27th, the Mounds View EDA authorized E.G. Rud & Sons to conduct a boundary 19 <br />survey and a topographic survey of the Bridges area. He indicated the land surveyors completed 20 <br />a boundary survey of all five parcels and a topographic survey of the golf course on October 21st. 21 <br /> 22 <br />Mr. Backman reviewed several figures in the AUAR, including the preferred development 23 <br />scenario, the maximum potential, which shows three office buildings on the north side of new 24 <br />Highway 10, each 500,000 square feet in size, and parking behind the facilities. He stated there 25 <br />could be 5,000 to 6,000 employees there, and it has the potential to double the City’s tax base 26 <br />and would more than double the number of employees working in the city. 27 <br /> 28 <br />Mr. Backman stated by placing the development in the middle of the parcel it would minimize 29 <br />the impacts to the wetlands. He indicated the idea is to cluster the buildings with walkways in 30 <br />between. He stated one bottleneck is at County Road J and 35W, which is an issue that 31 <br />Medtronics is aware of, and has talked to the State about. He indicated Medtronics has met with 32 <br />the governor and discussed the issue. 33 <br /> 34 <br />Mr. Backman reviewed the sanitary sewer and water mains, noting these are rough concept plans. 35 <br />He advised that on the traffic impact study in Appendix D, one of the main issues if adding 7,000 36 <br />vehicle trips per day or 11,000 at maximum buildout is what you do with the traffic. He 37 <br />indicated they have come up with four solutions. He stated that Mounds View Staff likes 38 <br />alternatives B and C, and Blaine likes B. He noted that the four alternatives come with different 39 <br />price tags, and the State will have to be involved in funding. 40 <br /> 41 <br />Mr. Backman advised that the day before Thanksgiving Staff had a meeting with Medtronics and 42 <br />Cressa Partners. He stated Medtronics is interested in buying the campus as its third campus, and 43 <br />have at this time set aside working with New Brighton. He indicated the campus would be for 44
