Mounds View City Council December 6, 2004 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Mayor Linke indicated Staff mentioned they were putting together a letter of intent, and asked 2 <br />what it included. 3 <br /> 4 <br />Mr. Backman stated it is a conceptual idea of what might happen. 5 <br /> 6 <br />Mayor Linke indicated as long as it says the City has an out, he is okay with that. 7 <br /> 8 <br />Council Member Marty stated he stopped by City Hall last week and got in on the tail end of a 9 <br />meeting, which raised more questions for him than he had before. He indicated he intends to get 10 <br />answers before the City commits to anything. He stated that as far as TIF is concerned, the City 11 <br />needs to grow their tax base, and if all of the property is going into TIF it will not grow for 10 or 12 <br />15 years or longer. 13 <br /> 14 <br />Council Member Stigney stated he believes Staff is looking at the feasibility to bring the best 15 <br />immediate and long term benefit to the City. 16 <br /> 17 <br />Bill Werner indicated this is a golden opportunity for the city, and he will take a dim view of 18 <br />anyone who speaks against it. 19 <br /> 20 <br />Council Member Quick indicated he is on record for saying we should do a community survey 21 <br />and see what the residents want. He stated there are some people who are negative about a 22 <br />survey and he thinks they are afraid the citizens will not want to sell the golf course. He 23 <br />indicated he gets shots taken at him all the time because he went along with the golf course. He 24 <br />stated he wants to know what the people want, and they do not need a ton of information to make 25 <br />a good decision. He indicated whether the people want to keep the golf course or turn it into a 26 <br />business park it should be their decision. He stated some of the Council has taken a slower 27 <br />approach and a ‘wait and see’ attitude, but the Council does not even know if it can sell the golf 28 <br />course yet. 29 <br /> 30 <br />Bill Werner stated he is leery of a survey because people do not have all the information, just like 31 <br />the community center. 32 <br /> 33 <br />Council Member Quick indicated surveys give the people information so they can make an 34 <br />educated decision. He stated they did not have a survey on the community center; they had a 35 <br />non-binding vote, and he was not in favor of that. 36 <br /> 37 <br />Council Member Stigney stated the golf course is nice, but at what cost. He indicated not 38 <br />everyone plays golf, and you have to look at the benefits there would be to the city if Medtronics 39 <br />came here. He stated he wants people to respond to good information. 40 <br /> 41 <br />F. Consider cancellation of the December 27, 2004 City Council Meeting 42 <br /> 43 <br />City Clerk/Administrator Ulrich stated he will put this on the Consent agenda for the December 44 <br />13, 2004 meeting. 45
