Mounds View City Council December 6, 2004 Regular Meeting Page 13 1 Mayor Linke indicated Staff mentioned they were putting together a letter of intent, and asked 2 what it included. 3 4 Mr. Backman stated it is a conceptual idea of what might happen. 5 6 Mayor Linke indicated as long as it says the City has an out, he is okay with that. 7 8 Council Member Marty stated he stopped by City Hall last week and got in on the tail end of a 9 meeting, which raised more questions for him than he had before. He indicated he intends to get 10 answers before the City commits to anything. He stated that as far as TIF is concerned, the City 11 needs to grow their tax base, and if all of the property is going into TIF it will not grow for 10 or 12 15 years or longer. 13 14 Council Member Stigney stated he believes Staff is looking at the feasibility to bring the best 15 immediate and long term benefit to the City. 16 17 Bill Werner indicated this is a golden opportunity for the city, and he will take a dim view of 18 anyone who speaks against it. 19 20 Council Member Quick indicated he is on record for saying we should do a community survey 21 and see what the residents want. He stated there are some people who are negative about a 22 survey and he thinks they are afraid the citizens will not want to sell the golf course. He 23 indicated he gets shots taken at him all the time because he went along with the golf course. He 24 stated he wants to know what the people want, and they do not need a ton of information to make 25 a good decision. He indicated whether the people want to keep the golf course or turn it into a 26 business park it should be their decision. He stated some of the Council has taken a slower 27 approach and a ‘wait and see’ attitude, but the Council does not even know if it can sell the golf 28 course yet. 29 30 Bill Werner stated he is leery of a survey because people do not have all the information, just like 31 the community center. 32 33 Council Member Quick indicated surveys give the people information so they can make an 34 educated decision. He stated they did not have a survey on the community center; they had a 35 non-binding vote, and he was not in favor of that. 36 37 Council Member Stigney stated the golf course is nice, but at what cost. He indicated not 38 everyone plays golf, and you have to look at the benefits there would be to the city if Medtronics 39 came here. He stated he wants people to respond to good information. 40 41 F. Consider cancellation of the December 27, 2004 City Council Meeting 42 43 City Clerk/Administrator Ulrich stated he will put this on the Consent agenda for the December 44 13, 2004 meeting. 45
