To adopt Resolution 6417, Authorizing the Bridges of 21 <br />Mounds View to advertising with Paluch, and to waive the reading. 22 <br /> 23 <br /> Ayes-4 Nays-0 Motion carried. 24 <br /> 25 <br />Mary stated that Ken Manthis, their golf pro, and won a national award, and she would be 26 <br />putting a copy in all the Council Member’s mailboxes, and she would also be doing a press 27 <br />release. 28 <br /> 29 <br />K. Discussion of Request from Past Employees to Join the Retirement Health 30 <br />Savings Plan. 31 <br /> 32 <br />Finance Director Hanson stated that in years past, the City has had a couple of options for 33 <br />employees who separate from the City and have balances of unused sick time on their accounts. 34 <br />The first option they had was that they could receive a cash payment for 50 percent of the 35 <br />time up to 960 hours. He stated that during 1990 the second option was added where they 36 <br />could leave the money on deposit with the City, and the money would then be used to pay the 37 <br />employee’s continued participation in the Group Health Insurance Plan provided by the City. 38 <br />In that instance, the employee is allowed to put 65 percent of the balance of their sick time into 39 <br />deposit, but without the 960 hour limit. He stated that during 2004 the City instituted a third 40 <br />option known as the Retirement Health Savings Account, and that plan was approved by the 41 <br />IRS. The money is transmitted to a third party, and they had selected ICM, a retirement 42 <br />corporation, to hold the money, and it goes into the account tax free, earns income tax free, 43 <br />and can be spent on qualified medical expenses tax free. He stated that these specific provisions 44 <br />have been added to labor contracts as they’ve come up for renewal. 45
