To approve Resolution 6454 Approving Contract with 2 <br />Don Salverda and Associates, Inc. for Consulting Services for March 7 and 8 Staff Retreat. 3 <br /> 4 <br /> Ayes-5 Nays-0 Motion carried. 5 <br /> 6 <br />F. Resolution 6455 Approving Letter of Understanding with AFSCME Union. 7 <br /> 8 <br />City Clerk/Administrator Ulrich stated that this is a proposal added as part of the AFSCME 9 <br />contract settlement for 2004/2005, and this would be an addendum to gather retirement house 10 <br />savings plans provisions that have been negotiated with the other nonunion and union contracts 11 <br />in the city. He stated that because the AFSCME Union settled first, they didn’t have this 12 <br />language developed nor was it included in the negotiations, so it’s recommended that the 13 <br />language be adopted as a memorandum of understanding and that it expire at the time of the 14 <br />current contract to allow them to put it into the proper form when the new contracts are 15 <br />negotiated. He stated that the benefits to the City are that the City would not pay FICA and 16 <br />Social Security taxes on employee contributions and allow it to better manage sick leave balances 17 <br />by not encouraging large balances to accumulate at severance, and then the health care savings 18 <br />plan provides a tax free shelter for employees to contribute sick leave under the provisions 19 <br />provided. He st ated that it’s recommended that the Council adopt Resolution 6455. 20 <br /> 21 <br />MOTION/SECOND. Thomas/Flaherty. To waive the reading and approve Resolution 6455 22 <br />Approving Letter of Understanding with AFSCME Union. 23 <br /> 24 <br /> Ayes-5 Nays-0 Motion carried. 25 <br /> 26 <br />G. Resolution 6456 Approving a Garbage and Rubbish Hauler License for Aspen 27 <br />Waste Systems, I nc. 28 <br /> 29 <br />Desaree Crane stated that Aspen Waste Systems, Inc. has submitted their licenses, their list of 30 <br />trucks, and their licensing paperwork. She stated that they currently want to do pickup at multi -31 <br />dwelling and commercial establishments. 32 <br /> 33 <br />MOTION/SECOND. Flaherty/Stigney. To waive the reading and approve Resolution 6456 34 <br />Approving a Garage and Rubbish Hauler License for Aspen Waste Systems, Inc. 35 <br /> 36 <br /> Ayes-5 Nays-0 Motion carried. 37 <br /> 38 <br />H. Second Reading of Ordinance 755, an Ordinance Amending Chapter 1120 of 39 <br />the Mounds View Zoning Code Pertaining to Building Heights in a Planned Unit 40 <br />Development (PUD) District - -- ROLL CALL VOTE (Ericson) 41 <br /> 42 <br />Director Ericson stated that this is an ordinance that would revise language within Chapter 1120 43 <br />of the Zoning Code pertaining to planned unit development districts. He stated that there is an 44 <br />inconsistency in the language as it’s currently drafted. He stated that the Planning Commission 45 <br />has recommended t hat this amendment be adopted.
