Resolution 6457 in support of I35W Coalition Request for Funding to Study the 11 <br />I -694 to CRJ Segment of I -35W and Other Area Transportation Improvements. 12 <br /> 13 <br />Bob Benkey from the I35 Coalition stated that while the City of Mounds View is working with 14 <br />the Medtronic for a new campus at the golf course site, the City of New Brighton is working on 15 <br />redevelopment of the northwest quadrant of 35 and 694, and the City of Arden Hills is on the 16 <br />verge of reclaiming land for redevelopment on the army ammunition plant. He stated that the 17 <br />plans of each of these projects raises issues that intermingle and are interdependent on decisions 18 <br />in the individual cities. He stated that they need to find a way to resolve the design questions to 19 <br />meet everybody’s needs as best as possible. He stated that MnDOT noted that there is $38.1 20 <br />billion worth of need, and they forecast only $14.5 billion in revenues coming in. He stated that 21 <br />in the North Metro Mayors Association, they’ve identified $5.2 billion on projects on 35W 22 <br />alone. He stated that the resolution before the Council requests the legislature to direct funding 23 <br />to the Commissioner of Transportation to conduct the appropriate concept development work 24 <br />and analysis of those costs so they can move the next step closer to figure out what it is that 25 <br />needs to be built so that they can get into the programs and go on with the construction. 26 <br /> 27 <br />Council Member Thomas stated that she thinks that the transportation infrastructure is going to 28 <br />be the number one obstacle to accomplishing good development, both in Mounds View, and to 29 <br />the north and south. She asked, in looking at the primary study area, if there had been any 30 <br />consideration to including the Snelling bottleneck at 694 because that was a bit higher on 31 <br />MnDOT’s priority list. 32 <br /> 33 <br />Mr. Benkey stated that they had identified on the map the primary study area for the purposes of 34 <br />the funding that they were requesting, and in reality, the MnDOT work to date, with the 35 <br />consultants and the design work and the traffic modeling, already has accomplished that work for 36 <br />the Snelling and 694 area. 37 <br /> 38 <br />Mayor Marty asked if the approvals as listed in the report were all pending. 39 <br /> 40 <br />Mr. Benkey stated that New Brighton had adopted a resolution of support on February 8th, and 41 <br />they are scheduled for Blaine on the 17th, Circle Pines on the 22nd, and Lexington on March 3rd. 42 <br />He stated they are in discussions with Arden Hills, Shoreview, Lino Lakes, and the two County 43 <br />Boards. 44 <br /> 45
