Mounds View City Council February 28, 2005 <br />Regular Meeting Page 8 <br /> <br /> 1 <br /> Ayes-5 Nays-0 Motion carried. 2 <br /> 3 <br />E. Review and Approve Community Survey Questionnaire. 4 <br /> 5 <br />City Clerk/Administrator Ulrich advised that it’s recommended that the questions be dropped 6 <br />down to the budgeted amount since each question costs $135. He stated that the results of the 7 <br />survey would be presented to the Council on April 11th and distributed to the public at about that 8 <br />same time. 9 <br /> 10 <br />There was a consensus to remove Question No. 51. 11 <br /> 12 <br />There was a discussion regarding whether they would be billed for Questions 52 and 52, and City 13 <br />Clerk/Administrator Ulrich stated he would check with Decision Resources about that. 14 <br /> 15 <br />Council Member Thomas stated she would like to limit Ramsey County’s questions to three. 16 <br /> 17 <br />Mayor Marty concurred. 18 <br /> 19 <br />Council Member Gunn brought up the fact that the Park and Recreation D epartment had 20 <br />$10,000 set aside for a survey such as this. 21 <br /> 22 <br />Public Works Director Lee stated that the money is there, but it hasn’t been allocated. 23 <br /> 24 <br />There was a consensus to have the Parks and Recreation Department pay for their proportionate 25 <br />share of the questions. 26 <br /> 27 <br />There was a consensus to ask Questions 21 and 23, following by a combination question of 22 28 <br />and 24, since they were redundant. 29 <br /> 30 <br />Council Member Flaherty stated that Question No. 52 regarding gender is strictly a subjective 31 <br />opinion by the person doing the calling, and Council Member Gunn agreed. 32 <br /> 33 <br />Council Member Thomas suggested using Question 40, and eliminating Question 39, but adding 34 <br />an additional answer to Question 40 that they don’t have Internet access. 35 <br /> 36 <br />There was a discussion regarding Quest ion 17, and it was the consensus to change the wording to 37 <br />reflect, ‘‘were about the same’’. 38 <br /> 39 <br />Council Member Stigney suggested changing Question 25 to say, ‘‘The proposal was recently 40 <br />made to require a referendum whenever Mounds View intended to raise the ci ty portion of the 41 <br />yearly property tax by five percent or more.’’ He suggested changing the second part of the 42 <br />question also, and it was decided to change it to, ‘‘A special election, if necessary, in a 43 <br />nonelection year costs the City of Mounds View about $6,000 to conduct.’’ 44 <br /> 45
