<br />Item No: 9C <br />Meeting Date: March 14, 2005 <br />Type of Business: Public Hearing <br />City of Mounds View Staff Report <br /> <br />To: Mounds View City Council <br />From: Kristin Prososki, Planning Associate <br />Item Title/Subject: Public Hearing and Consideration of a Variance to Allow <br />for a Reduced Number of Covered Parking Spaces at <br />Greenfield Estates Located at 2370 County Road I and <br />7521-7661 Greenfield Avenue; Planning Case VR2005- <br />002 <br /> <br />Introduction: <br />The applicant, Alan Menning, representing Greenfield Properties Limited Partnership LLP, is <br />proposing to demolish the existing garages and construct new garages at Greenfield Estates <br />located at 2370 County Road I and 7521 – 7661 Greenfield Avenue. The proposal includes <br />demolishing the existing 126 individually divided garage stalls and constructing 100 new <br />garage stalls in a drive through style. The Zoning Code requires one covered parking space <br />per unit. Greenfield Estates has 125 units and would be required to have 125 covered <br />parking spaces. The applicant is requesting a variance from this requirement that would <br />allow them to have 100 covered parking spaces, which is 25 less than the required amount. <br /> <br />This request was heard before the Planning Commission during a public hearing on February <br />16, 2005. The Planning Commission voted to deny the appeal based on lack of hardship. <br />Mr. Menning is exercising his right to appeal the Planning Commission’s denial of his <br />variance request. <br /> <br />The applicant was originally requesting to reduce the number of covered parking stall <br />(garages) to 78, which is 47 stalls less than the required 125. The applicant has decided to <br />amend his variance request to reduce the covered parking stalls to 100. During the public <br />hearing, the Planning Commission also considered allowing the applicant to reduce the <br />number to 100, as opposed to the initially requested 78, however, the Planning Commission <br />ultimately voted 3-3 on the resolution approving the reduction to 100 garage stalls. The <br />resolution failed for lack of majority. <br /> <br />Discussion: <br />Parking requirements are addressed in Section 1121.13 of the Zoning Code. The Code <br />requires that multiple-family dwellings provide one and one half uncovered parking spaces <br />and one covered space per unit. Greenfield Estates has a total of 125 units. The applicant is <br />requesting to be allowed to reduce the number of covered parking spaces to 100 and provide <br />225 uncovered parking spaces.
