<br /> <br /> <br />Surface Water (1) Full time employee <br /> <br />1. Due to the laws that have been put into effect, staff has been taken <br />from other departments to assist in this area leaving other programs <br />fall behind until the seasonal would start for the summer months. <br />Since this program has started the cities sanitary sewer-cleaning <br />program has fallen behind. The sanitary sewer dept. has been <br />assisting to meet the cities requirements until seasonal staff is hired <br />on. Other departments assist in accomplishing these tasks, which <br />means no progress in other department. Surface water dept. is <br />assigned (1) seasonal employee to help complete these <br />requirements. <br />2. Storm basin cleaning is one of the requirements that are <br />accomplished by (2) seasonal employees. This is a time consuming <br />task that requires minimal supervision, which lets staff work on other <br />requirements of greater importance in this area. <br />3. Ditch cleaning, a common area for debris and sticks to collect and <br />create obstructions. This is another example of a task that can be <br />performed by seasonal employees with minimal supervision at a pay <br />rate far less than a fulltime employee who is out in the field performing <br />another task. <br />4. Catch basin repairs, (2) personnel are a must for this project. One is <br />actually in the structure doing the mortar repairs while the other is on <br />the ground mixing and supplying the needed supplies. This is (1) <br />fulltime employee and (1) seasonal. <br /> <br />• This report clearly points out that there is a substantial need <br />and savings to the City of Mounds View by not reducing the <br />number of seasonal employee’s.
