Siercks CUP Request <br />March 28, 2005 <br />Page 4 <br /> <br />The Character of the Surrounding Area. This part of the City is strictly residential; strictly <br />single family dwellings. Most of the homes were constructed during the 1950s. Many of the <br />properties in the area have completed garage expansions to allow for additional storage. The <br />expanded garage would not be out of character in this area. <br /> <br />The Demonstrated Need for Such a Use. The applicants have found that a larger garage is <br />necessary for their storage needs, specifically for storing racecars. The added garage space <br />would be a substantial improvement for the applicants and would have a positive impact on <br />the neighborhood, as the additional cars could be stored in the garage. <br /> <br />The Planning Commission held a duly noticed public hearing on Wednesday, March 16, <br />2005 at 7:00 pm and considered the Siercks’ conditional use permit request. No residents <br />attended the meeting however we received one letter from a resident expressing concern <br />regarding the proposal. (That letter is attached for the Council’s review.) After questioning <br />the applicants’ representative regarding noise, what would be stored in the garage and if the <br />applicants would be using the garage for commercial purposes, the Planning Commission <br />approved a resolution which recommends approval of the conditional use request, finding <br />that there would be no adverse effects associated with the request. The Planning <br />Commission’s resolution is also attached for the Council’s reference. <br /> <br /> <br />Recommendations: <br /> <br />After holding the public hearing and taking testimony from staff, the applicants and affected <br />neighbors, the City Council may take one of the following actions related to the request: <br /> <br />1. Approve the conditional use permit. Resolution 6482 is attached if the Council selects <br />this option. Staff and the Planning Commission support this option. <br /> <br />2. Deny the conditional use permit. If the City Council were to select this option, Staff would <br />need to be directed to draft a resolution of denial with findings of fact appropriate to <br />support the denial. Staff is not presently aware of findings that would warrant such <br />action. <br /> <br />3. Table the request. If additional information is needed before a decision can be rendered <br />or if more discussion is needed, the Council may simply move to table the request until <br />such information has been provided.
