Item No. 9A
Meeting Date: April 11, 2005
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: Resolution 6495 Setting a Public Improvement
Hearing Date for the City Hall Rehabilitation Project

Background:
On October 11, 2004, the City Council approved Resolution 6370 authorizing the
execution of a Letter Agreement with SEH for the design and development stage
for the City Hall Rehabilitation Project.

As a note of clarification, as discussed on October 11, 2004, the work that was
authorized was to create and develop a plan which includes specifics items to be
included in the project and the development of cost estimates for each of these
items. These are the development phase plans – not to be confused with detail
plans and specification for bidding purposes. The objective of this was to create a
detailed list of all the items with their associated estimated cost before creating
final plans and specifications for bidding purposes. This allows the City Council to
review the list in greater detail and to be better informed on the extent of the
project.

SEH has completed the design and development phase for this project. On April
4, 2005 documents created as part of this phase were presented to the City
Council. These documents included a listing of proposed materials list; including
line items, quantities, unit estimated costs, and total estimated costs. Draft plan
sheets were provided along with a listing of proposed improvements presented
on a room–by-room basis.

Since it had been several months since this proposed project was last discussed,
and since there are now new members serving on the City Council who may
have been unfamiliar with past discussions regarding this project. A “walk-
through” of City Hall and review the issues that prompted this project proposal
was conducted on April 4, 2005. Nancy Schultz of SEH and Staff guided the City
Council through City Hall, pointing out and discussing items of interest.
