<br />Item No:09J <br />Meeting Date:5/23/05 <br />Type of Business: <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kenneth Gammell, Television Production Coordinator <br />Item Title/Subject: Replacement of Document Camera, Projector, and Screen. <br /> <br /> <br /> <br />To the Council, <br />This report details plans to replace the projector, screen, and document camera in Council <br />Chambers. The Cable Capital Equipment fund (Account# 210-4350-7030) for 2005 is <br />$15,500. The proposed purchase price for this new equipment is $6443.30. <br /> <br /> <br />1. Background <br />In December 2004, the Mounds View Cable Committee laid out plans for improvements <br />made to the Council chambers. Different ideas were discussed and estimates were <br />obtained. This material was originally presented before the City Council Work session on <br />April 4th. <br /> <br />2. Document Camera <br />The existing document camera currently resides in the ceiling above the lectern in Council <br />chambers. This camera is used to display documents such as maps, photos and <br />blueprints on a television monitor. The document camera is needed for members of the <br />City Council as well as other Commissions to view these documents in detail by using the <br />zoom feature on the camera. The camera is also necessary for members of the Cable <br />viewing audience to view the documents. The video image of the documents is also <br />recorded on videotape for public record. Also, members of the audience in Council <br />chambers are currently unable to view the image from a document camera. <br /> <br />Currently, the document camera is not functioning. Two separate engineers examined the <br />document camera and discovered the following problems: <br /> <br />1. The zoom motor is not working. <br />2. The remote switch to control the zoom is not working. <br />3. The wiring that connects the remote switch to the document camera needs <br />repair. <br /> <br />These problems prevent the document camera from being used. Also, the ceiling covers <br />are not the proper design. The current camera is a Panasonic WV-F250BH camera <br />originally purchased in 1994 with a ten-year life expectancy. Although the camera still <br />produces an image, the zoom motor does not function. The remote switch was custom <br />designed, and there is no manual or diagrams to help facilitate its repair. In order for the <br />wiring to be repaired, labor would be required to run diagnostics and determine the source <br />of the wiring problem. Additional labor costs could include running new wiring through the <br />floor and ceiling. It would be difficult and expensive to find a replacement zoom motor on <br />an eleven-year-old camera.
