Based on estimates, it would more practical to replace the document camera with a new
one. New document cameras have a wireless remote, similar to a TV remote, that can
adjust the zoom from anywhere in Council Chambers. Therefore, no labor would be
required to repair the existing wiring for the zoom control. Staff recommends replacing the
document camera, as well as enhancing the display of the document camera so that both
Council members and the audience in Council Chambers can easily see it.

Document Camera Estimates

Installer Estimate Document Camera
EPA $17,710.00 Wolfvision VZ-C10
AVI $2,759.00 Vaddio Ceiling Doc Camera
DS Productions $2,062.66 Clear One Ceiling Doccam II

EPA’s proposal includes a Wolfvision VZ-C10 Ceiling Visualizer for $9,210. It has HDTV
resolution and other extra features that aren’t currently needed. AVI’s proposal includes a
Vaddio Ceiling Doc Camera for $1,865.00. DS Productions’ proposal includes a Clear One
Ceiling Doccam II for $1,912.66. Both the Vaddio and Clear One have similar specifications
and are equally suitable. DS Productions quotes the cheapest estimate for labor for
installing a new document camera.

3. Projector and Screen

The existing projector and screen setup in Council Chambers is not wired to display images
from the document camera. Also, when City Council is viewing a PowerPoint presentation,
they cannot view the projector screen, and must rely on a smaller image viewed from the
television monitor in the lectern. Based upon discussions with the Cable Committee, the City
Administrator, and City Council, the solution agreed upon was to change the placement of
the projector screen to the East wall.

The following issues are associated with this proposal:
• The current Mitsubishi Projector was purchased in 1999 and has a 5-year life
expectancy. While the projector is still in good working order, the purchase
of new and brighter projector would update the system for at least the next 5
years. The old projector could be sold as used equipment, or kept to be
used for conferences, etc.
• A brighter projector would make the image more visible to the entire
Council Chambers, and would also help defeat available light coming from
the front windows, as well as any ceiling lights that may be on.
• Additional labor would be required to move and re-install the existing
projector screen from the back wall to the side wall. Also, an electrical
contractor would have to install a proper power tap for the projector screen
motor. Another option is to leave the existing projector screen where it is,
and purchase a new projector screen that is not powered. A new non-
powered projector screen is approximately $400. Labor to remove and re-
install the existing screen would be a similar or larger amount.
• All estimates include labor to move the wall speaker toward the wall behind
the dais to make room for the screen.
