COUNCIL BUSINESS A. 7:05 Public Hearing to Consider Resolution 6540, Approving a Comprehensive Land Use Amendment for The Bridges of Mounds View Golf Course Site Staff recommends the council to hold the public hearing and approve Resolution 6540 approving a Comprehensive Plan Amendment from Outdoor Sport Recreation (SRO and Passive Open Space (OSP) to office (OFC) for the Bridges Redevelopment site: Special Planning Case SP-134-05. If the amendment is approved and after redevelopment has commenced, Comp Plan text amendments would be necessary to remove references to a city golf course, adjust acreage totals and amend other maps or exhibits. Staff will seek a cost estimate from RLK as to how much time would be needed to make the Comp Plan internally consistent with the new land use designation. Motion Made: Motion Second: B. 7:10 Public Hearing to Consider Resolution 6541, Accepting and Approving the Final Draft of the Bridges Office Development Alternative Urban Areawide Review Document Staff recommends the council to hold the public hearing and approve Resolution 6541 accepting and approving the Bridge Redevelopment Site Alternative Urban Area-wide Review. Acceptance of the AUAR does not obligate the City to move forward with a redevelopment of the golf course. Motion Made: Motion Second: C. 7:15 Public Hearing to Consider a Variance Appeal to Reduce the Front Parking Setback to Zero Feet at Ace Supply Company Located at 4749 Old Highway 8. After holding the Public Hearing and taking testimony from staff, the applicant and affected neighbors, the Council can take one of the following actions related to the request: 1. Deny the requested variance. Resolution 6544 is attached for the Council’s approval if that is the chosen course of action. 2. Approve the variance as requested. To move forward with this option, the Council should direct staff to draft a resolution of approval with findings of fact appropriate to support the approval. 3. Table the request. If additional information is needed before a decision can be rendered or if more discussion is needed, the Council can simply move to table the request until such information has been provided. Because of 60-day requirements, the Council would need to act upon the request as soon as reasonably possible to avoid an inadvertent approval. Motion Made: Motion Second: D. Resolution 6537 Approving the Acquisition of Tax Forfeited Property for Purposes of Stormwater Management. Staff recommends the council to approve Resolution 6537, authorizing the acquisition of use deeds for the public purpose of stormwater management over Lot 3, Block 2 and Outlot B of Sherwood Estates.
