Mounds View City Council May 23, 2005 <br />Regular Meeting Page 6 <br /> <br />all owners are supposed to be notified and with respect to the golf course, all of the Residents in 1 <br />Mounds View are owners. 2 <br /> 3 <br />Mr. Amundsen asked if this covered the entire 72-acres. He asked if this would leave the space 4 <br />open for developing trailways and if all of the planning should include parks and trailways. He 5 <br />noted that part of the property is wetlands and suggested designating the wetland area as a park 6 <br />versus OFC. He asked if it would make more sense to split the space to develop the park. 7 <br /> 8 <br />Mayor Marty clarified that the total is approximately 115 acres and the golf course is 72.2 acres, 9 <br />some of which is wetlands. He explained that it should be designated now in order to keep it as a 10 <br />wetland because if the property were sold without designation the City would no longer have 11 <br />control over that portion of the property. 12 <br /> 13 <br />Mr. Amundsen clarified that the City would have control of the wetland area if it were designated 14 <br />noting that with the designation it would require that any owner of the property would have to 15 <br />come before the Council to request approval of any proposed changes. He acknowledged that the 16 <br />Council does have good intentions and thanked them for the clarification. He stated that 17 <br />sometimes things are assumed and recommended that everything be as clear as possible up front. 18 <br /> 19 <br />Mayor Marty closed the public hearing at 7:56 p.m. 20 <br /> 21 <br />Council Member Flaherty expressed concerns stating that he is not anxious to designate all of the 22 <br />acreage OFC at this time. 23 <br /> 24 <br />Council Member Gunn asked where they were considering placing the trails. 25 <br /> 26 <br />Director Ericson explained that the location discussed for the proposed trailway development 27 <br />would be located between the Sysco property and the development area of the golf course. He 28 <br />further explained that the City Council directed the Planning Commission to review the land use 29 <br />designation of the golf course with the desire to make the property consistent with current 30 <br />zoning. He stated that the OFC land use designation would be consistent with the industrial 31 <br />zoning, including the wetlands. He stated that if they want to designate the wetlands as un-32 <br />developable property that the City Council could rezone the area back to a park zoning. He noted 33 <br />that they did eliminate the PF district. He acknowledged Mr. Amundsen’s suggestion regarding 34 <br />the billboards on the property adding that at this point it would be more work not to adopt the 35 <br />OFC designation. 36 <br /> 37 <br />Mayor Marty noted that it shows in the Staff Report that the City of Mounds View has been 38 <br />actively exploring redevelopment opportunities at the golf course noting that this is all news to 39 <br />him. He stated that he was a part of the City Council last year and does not recall hearing 40 <br />anything about this until early last fall. He noted that Cresa Partners approached the City in July 41 <br />2004 and asked if City Staff was marketing the golf course at that time. He noted that it also 42 <br />states under the recommendation that the name be removed and amend the maps if the 43 <br />amendment is approved. He expressed concerns stating that he was not aware that they had 44 <br />made a decision to remove the City golf course from the Comprehensive Plan at this time and if 45
