He indicated that a letter was provided to Council from 2 Greg Lehn, Ace Industrial Supply that provides Council with further background to the request. 3 He stated that the site plan shows a different circulation of trucks on the site noting that several 4 parking stalls were penciled into the plan on the west side of the lot noting that they would be 5 removed and pushed up against the building. He stated that trucks would not continue through to 6 the new parking area. He stated that Staff presented the proposal to the Planning Commission 7 and presented a resolution recommending denial. He stated that the Applicant has filed an appeal 8 and is present to answer any questions. 9 10 Mayor Marty opened public hearing at 9:20 p.m. 11 12 Bruce Hasselbrack, Applicant, noted that when they first submitted their proposal they thought it 13 would be a simple extension of the blacktop out to the front with no egress or exit to Old 14 Highway 8. He explained that the hardship is that they have 44 spots and have several trucks 15 moving through the area. He stated that due to the increased size of the trucks it has become 16 difficult for customers to navigate around the trucks. He stated that this situation is also 17 impacting their neighbors in a negative way and they are trying to make it work but it does not 18 work, as it should. He stated that with they are trying to improve the area with the appeal and 19 reviewed with Council. 20 21 Curt Anderson, Dale & Anderson Architects, stated that the proposal is a way to relocate the cars 22 out of the way of the truck traffic. He stated that it was their thought that this would be a good 23 resolution to free up the traffic between buildings. 24 25 Director Ericson explained that the photographs provided do show a large open green space area 26 and right of way. He stated that the City of New Brighton was asked to comment with respect to 27 stormwater management. He stated that the City of New Brighton responded that they did not 28 feel that this would be an issue given the amount of green space that would remain. 29 30 Mayor Marty closed the public hearing at 9:27 p.m. 31 32 Council Member Stigney reviewed the seven items of criteria with Council stating that it does 33 not appear to warrant the hardship and reaffirmed that the Planning Commission has 34 recommended denial of the request. 35 36 Council Member Flaherty acknowledged that they are trying to come up with an effective, 37 alternate solution. He stated that he does understand the issues and concerns and suggested 38 reviewing the type of trucks coming into the location. 39 40 Mr. Hasselbrack reviewed the truck types with Council stating that because they are a wholesaler 41 they get their materials brought in by the truckload, delivered by over the road type trucks, in 42 addition to delivery trucks with tractor-trailers attached. He noted that some of the trucks come 43 directly from the factories. 44 45
