Mounds View City Council May 23, 2005 <br />Regular Meeting Page 12 <br /> <br />Mr. Amundsen asked if this addresses public services. 1 <br /> 2 <br />Mr. Dietrich stated that it does not address the needs based on square footage noting that a 3 <br />request was put out to all City Staff Department Heads to provide comments. 4 <br /> 5 <br />Mayor Marty asked if the study is still available for viewing at library. 6 <br /> 7 <br />Director Ericson stated that he would check and if not he would make sure a copy is there for 8 <br />public review. He stated that he would also include a copy on the City website. 9 <br /> 10 <br />Mayor Marty closed the public hearing at 9:08 p.m. 11 <br /> 12 <br />Council Member Flaherty stated that he sees this as a tool that provides critical information as to 13 <br />what is going on in the area. He found the comments included to be very interesting and 14 <br />referenced the transportation issues. He stated that the general growth in this area has been faster 15 <br />than what the current freeway system can handle. He stated that it is recommended that both the 16 <br />City and County determine available options to improve transportation and provide better 17 <br />mobility. He expressed concerns regarding the potential increase in traffic through the City 18 <br />noting that Mounds View is not the only City involved in this major re-development. He stated 19 <br />that the TCAAP project in Arden Hills in addition to projects in New Brighton and Shoreview 20 <br />would have a definite impact on the road systems and should be included in these considerations. 21 <br />He stated that they should determine who is responsible for payment as developments occur and 22 <br />the roadwork is done. 23 <br /> 24 <br />Council Member Gunn stated that US Highway 10, County Road J and 35 are all part of the big 25 <br />scheme of things with the 35W Coalition. She stated that US Highway 10 has been discussed for 26 <br />a long time noting the need to expand is being pushed up to go as far as County Road J. She 27 <br />indicated that this was also on the books to be redone due to the growth in the area. 28 <br /> 29 <br />Mr. Dietrich stated that the AUAR document did what it was supposed to do by bringing together 30 <br />the various agencies and to have this group of agencies focused on a specific area. He stated that 31 <br />issues were identified and solutions have been put together to resolve them. He acknowledged 32 <br />that it does take funding and resources to make it all happen noting that the entire region has a lot 33 <br />to gain from the discussions of the AUAR. 34 <br /> 35 <br />C. Public Hearing to Consider a Variance Appeal to Reduce the Front Parking 36 <br />Setback to Zero Feet at Ace Supply company Located at 4749 Old Highway 37 <br />8. 38 <br /> 39 <br />Director Ericson stated that the applicant is proposing to expand the property on the east side of 40 <br />the lot to zero feet. He stated that 30-feet of green space would remain and reviewed with 41 <br />Council. He stated that there was a deficiency of parking on the site and based on City Code, 42 <br />requirements would be 112 parking spaces. He acknowledged that there is a huge discrepancy in 43 <br />what is there for parking and what is required. He stated that the Plan was presented to the 44 <br />Planning Commission and a public hearing was held noting that it was determined that there was 45
