Mounds View City Council May 23, 2005 <br />Regular Meeting Page 17 <br /> <br /> 1 <br />Police Chief Sommer stated that no fees would be charged for calling 911. 2 <br /> 3 <br />Mayor Marty asked if this is something the City has to do or they won’t have 911 services. 4 <br /> 5 <br />Police Chief Sommer confirmed stating that the City Administrator and City Council could voice 6 <br />their concerns but the consolidation would take place as planned. 7 <br /> 8 <br />City Administrator Ulrich explained that this shifts the burden to the County tax levy noting that 9 <br />suburbs are now picking up more than the share they had before. He stated that the actual impact 10 <br />to tax payers would be greater as they are picking up the dispatch for the City of St. Paul. He 11 <br />stated that they should re-figure the formula used. 12 <br /> 13 <br />Council Member Gunn expressed concerns regarding the potential impact on efficiencies and call 14 <br />answering. 15 <br /> 16 <br />Police Chief Sommer explained that there would be one center and it can be designed to work 17 <br />very efficiently. He assured Council that it is not a huge issue noting that the Dispatch Policy 18 <br />Committee would be the Committee reviewing how the service is being delivered and would 19 <br />determine how the center would be structured in the future. 20 <br /> 21 <br />Mayor Marty asked if the Council has to take action on this issue right now. 22 <br /> 23 <br />City Administrator Ulrich clarified that the Council does not have to take action right now. He 24 <br />stated that Staff has asked the County to provide further information on the potential impacts to 25 <br />the taxpayers and the information has not been received yet. 26 <br />Mayor Marty moved to postpone the decision. 27 <br /> 28 <br />Council Member Stigney asked Police Chief Sommer if there were any problems with the 29 <br />structure of the resolution verbiage. 30 <br /> 31 <br />Police Chief Sommer stated that he has no problems with the structure of the resolution 32 <br /> 33 <br />Mayor Marty rescinded the motion to postpone the vote. He stated that he would like to see at 34 <br />least one Mayor and one City Council Member, per City, involved or represented on the Board 35 <br />that oversees the delivery of the service once it becomes operations. He stated that his concern is 36 <br />equal representation for all Cities. 37 <br /> 38 <br />MOTION/SECOND. Flaherty/Gunn To approve Resolution 6534 regarding the Consolidation 39 <br />of 911 Dispatch Services in Ramsey County. 40 <br /> 41 <br /> Ayes - 4 Nays-0 Motion carried. 42 <br /> 43
