Item No. 8E <br />Meeting Date: June 13, 2005 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6557 Appointing Nicholas <br />Fleischhacker to a Vacancy in the Surface Water <br />Division of the Public Works Department <br />Background <br />On January 18, 2003, City Council approved Resolution No. 5930 authorizing the <br />Public Works Department to advertise for two vacant full-time positions: one in <br />the Sanitary Sewer Division and one in Storm Water / Surface Water Division. <br />Acting on this direction from City Council, Staff proceeded by advertising for <br />these two positions in the City’s official newspaper, the New Brighton-Mounds <br />View Bulletin, and the Star Tribune. The City received a total of forty-five (45) <br />applications for the two positions. <br /> <br />On April 14, 2003, City Council approved Resolution 5988 hiring Marla <br />Manypenny as a Storm Sewer / Surface Water Maintenance employee. A month <br />later, on May 12, 2003, City Council approved Resolution 6008 hiring Nicholas <br />Fleischhacker as a Sanitary Sewer Maintenance employee. <br /> <br />On May 24, 2005, Marla submitted a letter of resignation; June 24th will be her <br />last day. Marla is pursuing her professional and personal goals by accepting a <br />scholarship to continue her education. One of the many duties Marla performed <br />was to administer the City’s Storm Water Pollution Prevention Program (SWPPP) <br />and insure compliance with the Minnesota Pollution Control Agency’s General <br />Storm Water Permit. Marla’s dedication, performance, and capabilities far <br />exceeded all requirements and expectations. She will be greatly missed. <br /> <br />Discussion <br />This is a key position in Public Works due to the federal requirements of the <br />NPDES Phase II Program 1. Also since Article 19 of the Labor Agreement <br />between the City of Mounds View and the Public Works Department states that <br />“permanent job vacancies within the department shall be filled based on the <br />concept of promotion from within provided that applicants: have the necessary <br /> <br />1 NPDES Phase II (National Pollution Discharge Elimination System) is the next step in the <br />United States Environmental Protection Agency's (USEPA) effort to preserve, protect, and <br />improve the Nation's water resources from polluted storm water runoff.
