qualifications to meet the standards of the job vacancy and have the ability to
perform the duties and responsibilities of the job vacancy”; on May 25, 2005,
Staff advertised internally for the vacant position in the Surface Water Division.

An employment application for the Surface Water Division position was submitted
by Nick Fleischhacker. As previously stated, Mr. Fleischhacker was hired as a
full-time employee on May 12, 2003. Prior to that, Mr. Fleischhacker was
employed by the City of Mounds View for four years as a seasonal employee.
Mr. Fleischhacker is currently in the Sanitary Sewer Division.

The Public Works Director and Public Works Supervisor have met with Mr.
Fleischhacker to discuss his interest and qualifications, as well as expectations
for this position. The director and supervisor recommend that Mr. Fleischhacker
be appointed to fill the vacancy in the Surface Water Division of the Public Works
Department.

As this is a lateral move, there is no increase in wages. Also, should the City
Council wished to appoint Mr. Fleischhacker to the Surface Water Division, this
would create a vacancy in the Sanitary Sewer Division that Staff is
recommending to be filled.

Recommendation:
Staff recommends that the Council authorize appointing Nicholas Fleischhacker
to the vacancy in the Surface Water Division of the Public Works Department and
authorize Staff to advertise for the vacant position in the Sanitary Sewer Division.

Respectfully Submitted,

Greg Lee, Director of Public Works
