(RFP) for work associated with the preparation of a site plan, construction plans, <br />and specifications for the Groveland Park Building Replacement Project. <br /> <br />On August 23, 2004, the City Council approved Resolution 6333 authorizing the <br />publication of a Request For Proposal (RFP) for work associated with the <br />preparation of a site plan, construction plans, and specifications for the <br />Groveland Park Building Replacement Project. <br /> <br />On October 25, 2004 the City Council approved Resolution No. 6383 approving <br />and authorizing the execution of a Letter Agreement with TKDA for the <br />Groveland Park Building Replacement Project. This letter of agreement <br />authorized the creation of plans and specifications. <br /> <br /> <br />Discussion: <br />Plans and Specifications - Plans and specifications that meet standards from <br />previous park building projects have been prepared. The plans are similar to <br />those approved for the Hillview Park Building Replacement Project. Notable <br />differences between the Hillview Building and the proposed Groveland Building is <br />that the proposed Groveland building: <br /> <br />• Does not jog in to the left and right of the front entrance. This allows for <br />more space to be created with minimal amount of additional building <br />materials or labor. <br />• Has more storage space (for chairs, tables, etc.) <br />• Has a serving area to allow for more uses of the building <br /> <br /> <br />Parks and Recreation Commissioners Motions - The Parks and Recreation <br />Commissioners have reviewed these plans at the last several meetings. The <br />orientation of the building was also reviewed by the Commission. <br /> <br />On March 17, 2005, the Parks and Recreation Commission made a motion to <br />accept the site plan with the orientation of the Groveland Park Building as <br />proposed. This was passed unanimously. <br /> <br />On May 26, 2005, the Parks and Recreation Commission made a motion to <br />recommend replacement of the Groveland Park Building with the current plans <br />and specifications as created by TKDA. The recommendation to replace said <br />building is based on health and safety reasons. The current building is beyond <br />reasonable repair, has a decayed and unsightly appearance, and requires an <br />exorbitant amount of ongoing maintenance. This was passed unanimously. <br /> <br />Also on May 26, 2005, the Parks and Recreation Commission made a motion <br />pertaining to financing the Building Replacement Project. The motion stated: To <br />avoid depletion of the Park Dedication Fund, and not knowing if future revenues <br />will be available to replenish this fund, the Parks and Recreation Commissioners <br />recommend that up to sixty-five percent (65%) of the total project cost should be
