financed utilizing Park Dedication Funds. The remaining amount is to be derived
from other sources. This was passed unanimously.

The City has currently expended a total of $19,600 for the plans and
specifications for this project. The remaining estimated cost of construction,
including all related costs, is $227,000 – for a total estimated project cost of
$246,600.

Based on the Commissioner’s recommendation, the funding sources would be:

Park Dedication Fund $160,300
Other sources (most likely Special Project Fund) $ 86,300
TOTAL $246,600

The 2005 budget (Account No. 285-4470-3030) has $180,000 under Park
Dedication Fund for the construction of the Groveland Park Building.

Also, the Special Project Account of the 2005 budget (Account No. 280-4180-
7050) has $12,000 for a City Hall Irrigation System, $50,000 a Park Lighting
Project, $20,000 for pathway rehabilitation, and $70,000 for extending the County
Road H2 pathway east of County Road 10. A total of $152,000 in budgeted
expenditures that is not anticipated to occur in 2005.

Waive Public Improvement Hearing – Financing for the Groveland Park
Building Replacement Project will be derived entirely from City funds. Because
assessments are not a funding source, Staff is requesting that the public
improvement hearing be waived.

Order the Project – Should the Council wish to proceed with this project, the
next step in the public improvement process is to order the project.

Advertise for Bids – As per state statute, with an estimated contract amount in
excess of $100,000, publication must be made at least three weeks before the
last day to submit bids. The advertisement must be published at least once in the
official newspaper and at least once in either a trade paper or a newspaper that
is published in a first class city. Given this, Staff seeks authorization to advertise
for bids.

Bid Date – A July 14, 2005, 10:00 a.m. bid date will provide ample time to
provide the required notification to contractors as per state statute.
